Description
This is an amendment to the original notice issued April 27, 2001 with Submission No. 50K5A9. Invitation for Bids (IFB) No. DACW45-01-B-0002 for Replacement of Unit Breakers at Fort Randall Dam, South Dakota is hereby canceled. The solicitation will be restructured as a best value commercial item procurement and will be readvertised under Request For Quotations (RFQ) No. DACW45-01-Q-0125. A revised synopsis is as follows: On or about 25 May 2001, this office will issue Request for Quotations No. DACW45-01-Q-0125 for commercial items to Replace Unit Breakers, Fort Randall Project, SD. Quotations will be received on or about 22 June 2001. This solicitation is unrestricted and open to both large and small business participation. NAICS: 335313 FSC: 5925 A site visit will be held at U.S. Army Corps of Engineers, Fort Randall Project, US Hwy. 281 & 18, Pickstown, South Dakota 57367-0019 on June 5, 2001 at 9:00 AM CDT. Contact Ron Gall at (605) 487-7845 Ext 3004 if interested in attending the site visit. DO NOT submit requests for plans and specifications to the site visit personnel listed above. See "Ordering" below. The solicitation will include the following: (Approx. quantities) Ten existing 1950's vintage Allis Chalmers Model AB-15-1000 station class air-blast type circuit breakers and isolation disconnect switches with vacuum or SF-6 metal-clad sealed interrupter type circuit breakers or breaker assemblies. Eight of the generator breakers will be rated 15kV, 3,000 ampere continuous, 95kV BIL with an interrupting rating of 37,000 amperes. The two station service breakers will be rated 15kV, 1,200 ampere continuous, 95kV BIL with an interrupting rating of 63,000 amperes. Switchgear enclosures and buswork may be retained to the extent practicable for the retrofit assemblies option. Segregated-phase bus shall be modified or removed as required and new metal-enclosed bus furnished and connected as required. Existing gapped valve-type generator surge arresters shall be replaced by metal-oxide types. The estimated solicitation total for this project is between $750,000 and $1,000,000 with a majority of the costs represented by equipment, but also a sizeable demolition and installation effort. The Contractor will be required to commence work within 10 days after receipt of order (ARO) and have final delivery and installation completed within 480 calendar days ARO. The plans and specifications are available on compact disk (CD-ROM) and will be provided free of charge. It has been determined that the number of compact disks be limited to one (1) per firm. Plans and specifications will not be provided in a printed hard copy format.
