Description

The NASA Headquarters Procurement Office intends to issue a sole source firm fixed price purchase order to Engineering Research International (ERI), Vienna, VA 22183, for the acquisition of two training courses for a total of four classes. This is a Commercial Item Acquisition under FAR Part 12. The NASA Engineering Training (NET) Program System has an established suite of courses designed and built around the customer-builder relationship theory developed by ERI. ERI is the leader in this field and the sole provider of these courses that they developed. The NET program suite of courses includes System Requirements (REQ) and System Design (SD) and a NASA design issues course under the title of Topics in Engineering (TE). System design, including the development of system requirements, is the achievement of comprehensive system understanding, and system design training builds on the recognition that system requirements, as the central design training builds on the recognition that system requirements, as the central element of system development, is about achieving and establishing that understanding in the form of system design decisions: it is system understanding, in the context of total system design, that is the real "system requirements" challenge. System design training is directed to that challenge, building on the System Requirements course training. This is a sole source procurement under the authority of FAR 6.302-1. The Government believes only one responsible source can provide the service that will satisfy the agency requirements. This notice of intent is not a request for quotation (RFQ) for competitive quotes. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on May 30, 2001. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Oral communications are not acceptable in response to this notice. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government.
