Description

The Center for Mental Health Services (CMHS), Substance Abuse and Mental Health Services Administration (SAMHSA), is proposing to award a three (3) year sole source contract to the National Association of Social Workers (NASW) -- the only known responsible source in accordance with FAR 6-302-1. The purpose of this procurement is to continue providing comprehensive education and training to social workers nationwide who directly care and support people affected by and living with HIV/AIDS. The successful offeror must be knowledgeable and have a track record of accomplishments in developing highly focused educational programs and materials and have a mechanism to remain current with research and other activities in the neuropsychiatric and psychological aspects of AIDS and HIV disease. It is anticipated that the professional services of an increasing cadre of social workers who deal with the mental health aspects of HIV disease will be needed well into the current century and a method to address their training needs must be readily available and accessible. The objectives will be: (1) to update and expand current NASW curricula materials; (2) to modify and adapt MHCPE curricula for social workers; (3) to modify and expand current distance learning training program; (4) to pilot a new distance learning training format; (5) oversight of Project by Advisory Committee; (6) to provide training to social workers serving populations increasingly affected by HIV/AIDS; (7) to expand the number of expert trainers available to present content, and ensure quality of content of new and existing trainers via a Training of Trainers Program; (8) to provide technical assistance to social workers via a Website; (9) to participate in a Train-the-Trainers workshop for the CMHS Ethics and HIV/AIDS Curricula and use the Curricula with Social Workers; (10) to participate in the evaluation component of the MHCPE Program; and (11) to expand collaborative efforts with other nationally recognized agencies, associations, and organizations The National Association of Social Workers (NASW) is the only known organization capable of reaching the greatest number of social workers in the country and enlisting their support and participation for HIV/ AIDS training and education. The NASW also has the experience and capability to obtain the participation of social workers in rural areas of the country as well as areas where HIV/AIDS training and education has not been conducted. Accordingly, it is the intent of SAMHSA to award a three (3) year, cost reimbursement type contract to NASW. The estimated issue date of Request for Proposal (RFP) No. 280-01-8055 is May 30, 2001 with the response due approximately thirty (30) days thereafter. This synopsis of intent to award a sole source contract is not a request for competitive proposals; however, interested parties may obtain the RFP for this procurement in two ways: 1) electronically, by downloading a file from the World Wide Web at http://www.samhsa.gov/contracts/contracts.html or 2) by mail.
