Description
The Center for Mental Health Services (CMHS), Substance Abuse and Mental Health Services Administration (SAMHSA), is proposing to award a three (3) year sole source contract to the American Psychiatric Institute for Research and Education (APIRE) of the American Psychiatric Association (APA) -- the only known responsible source in accordance with FAR 6-302-1. The purpose of this procurement is to continue providing comprehensive education and training to psychiatrists nationwide who directly care and support people affected by and living with HIV/AIDS, and to maintain and expand the APA's Practice Research Network (PRN). The successful offeror must be knowledgeable and have a track record of accomplishments in developing highly focused educational programs and materials; have a mechanism to remain current with research and other activities in the neuropsychiatric and psychological aspects of AIDS and HIV disease; be knowledgeable of the types of services that are being provided by psychiatrists, and the characteristics of these providers; and must be able to evaluate and disseminate service delivery models to treat mental illness. The objectives will be: (1) to provide training to psychiatrists on the psychiatric and neuropsychiatric dimensions of HIV disease; (2) to provide training to residents and psychiatry medical students on the psychiatric and neuropsychiatric dimensions of HIV disease; (3) to provide technical assistance to trainers on an ongoing basis; (4) to update existing training materials and develop new resources; (5) to provide education/training opportunities for psychiatrists via the World Wide Web; (6) to participate in a Train-the-Trainers workshop for the CMHS Ethics and HIV/AIDS Curricula and use the Curricula with psychiatrists; (7) to participate in the evaluation component of the MHCPE Program; (8) to develop PRN based informational products on special topics of interest to CMHS; and (9) to provide World Wide Web access to PRN based informational products. The APIRE is the only known organization capable of reaching the greatest number of psychiatrists in the country and enlisting their support and participation for HIV/AIDS training and education. The APIRE is the only known organization that has the knowledge of, and credible access to psychiatry faculty at graduate and professional schools and internship programs nationwide and has the credentials for developing and accrediting graduate level education. APIRE (APA) also has the experience and capability to obtain the participation of psychiatrists in rural areas of the country as well as areas where HIV/AIDS training and education has not been conducted. Accordingly, it is the intent of SAMHSA to award a three (3) year, cost reimbursement type contract to APIRE. The estimated issue date of Request for Proposal (RFP) No. 280-01-8056 is May 30, 2001 with the response due approximately thirty (30) days thereafter. This synopsis of intent to award a sole source contract is not a request for competitive proposals; however, interested parties may obtain the RFP for this procurement in two ways: 1) electronically, by downloading a file from the World Wide Web at http://www.samhsa..gov/contracts/contracts.html or 2) by mail.
