Description
The Center for Mental Health Services (CMHS), Substance Abuse and Mental Health Services Administration (SAMHSA), is proposing to award a three (3) year sole source contract to the American Psychological Association (APA) -- the only known responsible source in accordance with FAR 6-302-1. The purpose of this procurement is to continue to provide comprehensive education and training to psychologists nationwide who directly care and support people affected by and living with HIV/AIDS. The successful offeror must be knowledgeable and have a track record of accomplishments in developing highly focused educational programs and materials and have a mechanism to remain current with research and other activities in the neuropsychiatric and psychological aspects of AIDS and HIV disease. It is anticipated that the professional services of an increasing cadre of psychologists who deal with the mental health aspects of HIV disease will be needed well into the current century and a method to address their training needs must be readily available and accessible. The objectives will be: (1) to update and expand the HOPE Program training curricula; (2) to provide training to psychologists; (3 )to provide technical assistance to HOPE Program trainers; (4) to develop an Internet-based HIV/AIDS education program for mental health providers; (5) to conduct a National Train-the-Trainer Conference for 50 new HOPE Program trainers; (6) to train 50 HOPE Program trainers in the use of the CMHS Ethics and HIV/AIDS curriculum; and (7) to participate in the evaluation component of the MHCPE Program. The American Psychological Association is the only known organization capable of reaching the greatest number of psychologists in the country and enlisting their support and participation for HIV/AIDS training and education. The APA is the only known organization that has the knowledge of, and credible access to psychology faculty at graduate and professional schools and internship programs nationwide and has the credentials for developing and accrediting graduate level education. The APA also has the experience and capability to obtain the participation of psychologists in rural areas of the country as well as areas where HIV/AIDS training and education has not been conducted. Accordingly, it is the intent of SAMHSA to award a three (3) year, cost reimbursement type contract to the APA. The estimated issue date of Request for Proposal (RFP) No. 280-01-8057 is May 30, 2001 with the response due approximately thirty (30) days thereafter. This synopsis of intent to award a sole source contract is not a request for competitive proposals; however, interested parties may obtain the RFP for this procurement in two ways: 1) electronically, by downloading a file from the World Wide Web at http://www.samhsa.gov/contracts/contracts. html or 2) by mail.
