Description
The NICHD is planning to award a new contract to examine behavioral and environmental risk factors for childhood drowning using a case-control study design. We are seeking to determine if small businesses are capable of performing this work. As a population based study, all eligible submersion victims in defined geographic areas will be identified. Cases will include children, ages 1 through 18 years who drowned in a swimming pool, lake, river or other large body of water. Controls will include children who didn't drown and who reside in the same geographic region (e.g. county) as the case. Families of cases will be interviewed within two months of the submersion event. Controls will be identified through random digit dialing or another scientifically sound and feasible method. Cases and controls will be matched on gender and age of the child (+/- 6 months for children <5 years and +/- 1 year for cases >5 years). Of primary interest is the relationship between exposure to water, swimming ability, swimming lessons and the risk of drowning. Information on other environmental, child/adolescent, and parental factors will be collected at the time of the interview. The enrollment goal is 530 cases and 530 controls over a 2 year enrollment period with a specific goal of interviewing parents of 200 cases and 200 controls ages 1-4 years. The required service is defined as code 541720 under the North American Industry Classification System (NAICS). For the purposes of this synopsis, a small business is defined as one whose total revenue is no more than $5 million dollars annually. Small businesses that believe they have the ability to satisfy the stated requirement, and meet the above size standards, are encouraged to submit a capability statement within 30-days of the publication of this synopsis. Your capability statement should be limited to ten pages or less. In a clearly-marked separate section of your response, provide examples of relevant experience within the last five years that address the following information: 1. Evidence of experience assembling a consortium of medical providers, on a national scale, in order to recruit study populations for research studies. 2. Experience with random digit dialing and capacity to make 800 calls per day. 3. Experience managing and coordinating large national epidemiologic studies. 4. Experience conducting computer assisted telephone interviews 5. Experience training study personnel, including interviewers, at multiple sites. THIS ANNOUNCEMENT IS NOT A REQUEST FOR PROPOSALS. If responses indicate the likelihood of satisfactory competition among qualified small businesses, the anticipated solicitation will be restricted to small businesses only.
