Description
NASA's GSFC plans to issue a Request for Proposal (RFP) for a new work modification to Contract NAS5-50000, Consolidated Hubble Associated Mission Products (CHAMP) to increase the scope to add implementation of the fifth and final planned Hubble Space Telescope (HST) Servicing Mission (SM)4. The contractor shall be responsible for mission critical activities related to SM4 development and execution, including modification/development of government-owned HST carriers and protective enclosures, continuation of Fine Guidance System (FGS) development, continued development of replacement batteries, and continued Aft Shroud Cooling System (ASCS) development. In addition, the contractor shall be responsible for post launch and Servicing Mission Orbit Verification (SMOV) activities, including mission operations, systems engineering, and on-orbit flight hardware and software test/verification activities during SMOV. These activities are a direct continuation of SM4-related operations and servicing activities currently underway and planned under the existing CHAMP contract. HST operations activities include development, integration, test and delivery of the Cosmic Orgins Spectrograph (COS), Wide Field Camera (WFC)3, ASCS, and related Science Instrument Command and Data Handling System (SICADS) flight software, and the HST486 on-board computer battery charging flight software. HST servicing activities include continuation of the fabrication, integration, and test of manifested flight hardware, and associated systems engineering. NASA's GSFC intends to contract the work from Lockheed Martin Space Systems Company (LMSSC). The statutory authority permitting other than full and open competition is 10 U.S.C. 2304(c)(1) -- Only One Responsible Source. LMSSC has developed unique expertise during four successful HST servicing missions, particularly related to government-owned Space Support Equipment (SSE), HST-unique Extra-Vehicular Activity (EVA) interfaces, HST system and subsystem integration, servicing mission development, observatory flight operation during servicing, and observatory verification activities following servicing, all of which are essential to successfully completing the SM4 requirements. The interval between SM3B and SM4 is highly compressed from the typical 36 months to 24 months, driven by on-orbit battery replacement and gyro failures requiring many concurrent activities to meet the rapidly approaching launch date. This procurement action is necessary to accommodate HST and crew safety while minimizing program risk, by maintaining single contractor responsibility for SM4's success and ensuring continuity of experienced staff through SM4 and SMOV execution, thereby eliminating potential disruption of SM4 development and execution activities.This expertise includes rapid servicing mission feasibility studies, planning, development, and execution. This servicing mission shall deal with space shuttle safety issues; EVA crew safety; HST safety; astronaut training; development of HST-unique EVA tools and crew aids; development and/or modification of HST-unique shuttle cradles, carriers, and protective enclosures; EVA time-line development; and complex shuttle and HST interface coordination and documentation. LMSSC is the only known source that possesses the necessary capabilities and can perform the technical requirements within the time period required to meet the SM4 launch schedule. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. See Note 22. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 15 days after posting. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. All responsible sources may submit a proposal which shall be considered by the agency. An Ombudsman has been appointed, See NASA Specific Note "B".
