Description

The Defense Finance and Accounting Service anticipates a sole source award of a purchase order to JD Donahue and Assoc. (JDDA). The software covered by this contract is covered by copyright laws of the United States and is the proprietary property of JDDA. The software is used on equipment that processes checks, bonds, advice of payments and other documents. The contractor shall upgrade, test and install the existing MADCAP/MADS software package licensed to DFAS as DFAS wide license to provide the capability to process IRS checks for Treasury Department. MADCAP is operating at DFAS-Columbus (DFAS-CO), DFAS-Denver (DFAS-DE) and DFAS-Indianapolis (DFAS-IN) with MADS running at DFAS-CO and DFAS-IN. The requirements for this upgrade include but may not be limited to: modify MADS to accept Treasury, Financial Management Systems (FMS) data and not create and address page. Modify MADS to create the required OMR marks for each system type within DFAS. Modify MADS to process data files without the use of Accuzip and to provide a check only print file to the MADCAP system. Install a limited version of MADS at the Denver site to allow the MADCAP system to format the FMS data correctly and add the required OMR marks for processing. This may be on the current MADCAP PCs or a new MADS PC. If the requirement is found to be other than sole source, no additional CBD Announcement will be published. The planned release of a RFQ MDA260-01-T-0008 for this requirement is on or about May 21, 2001. Requests for information must be in writing. Telephone requests will not be honored. Note 22 Applies.
