Description

The National Institute of Standards & Technology has a requirement for a control computer upgrade on our Ion and Plasma Equipment and Reactive Ion Etcher (IPE RIE). A PAL is currently controlling the IPE RIE and is outdated, non-exchangeable and non-serviceable. We require a new computer control system that is easy to replace and has the following requirements: 1) A readily available PC compatible computer running Windows, 2) Easy to read and modify control software that we are familiar with (e.g., Visual Basic), 3) A system that is easy to add devices and modify, 4) Install on site with minimal downtime, 5) Reasonable delivery time, 6) Reasonable cost. Technical merit as well as price will be used to evaluate offers. As the technical merit becomes more equal, price becomes a greater factor. Procurements under Simplified Acquisition Procedures ($25,000-$100,000) are set-aside for small business unless small business cannot meet the need at a reasonable price.
