Description
NASA/MSFC plans to issue a Request for Quotation (RFQ) for a 16-channel Digital Vibration Control System, model number VWIN/16/NASA01, on a sole source basis to Unholtz Dickie Corp., 6 Brookside Drive, Wallingford, CT, 06492. This procurement is being conducted utilizing the Simplified Acquisition Procedures (SAP). This system shall be compatible with an existing Unholtz-Dickie VWIN controller presently employed in the Center's Vibration Test Lab. The new controller shall be capable of utilizing all of the test setup and test data files directly from the existing controller. The new controller shall operate in the same manner and present the same user interface as the existing VWIN unit. This procurement is made pursuant to FAR 13.106, for the acquisition of supplies or services determined to be reasonably available from only one source. Competition is impractical for the following reasons: (1) The controller is required to interface with and run in tandem with an existing identical Unholtz Dickie system; (2) The controller is required to accept and analyze vibration data exactly as the existing controller and out-put identical data plots to obtain conformity in final test reports; (3) The current software is proprietary to Unholtz Dickie and the software used is required to apply to both the current system and future system; (4) Laboratory technicians have been trained on the use of the existing system. Having more than one system and method of operation in the same laboratory will significantly increase the possibility of damaging test articles including safety critical hardware and other flight hardware. (5) Incorporating another manufacturer's controller would cause unacceptable impacts to current schedules and operational costs. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on May 30, 2001. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. An Ombudsman has been appointed. See NASA Specific Note "B".
