Description
The Government hereby provides notice of its requirement to improve the Broadway and Maiden Lane Sidewalks at the James T. Foley US Courthouse, Albany, New York. The successful contractor shall furnish all necessary labor, materials and supervision. The proposed construction includes, but is not limited to, demolition of existing concrete walks and curbing and the installation of new concrete sidewalks, decorative stamped concrete, trees and tree grating, new curbing, light poles and brick pavers. This project shall be performed in two (2) phases, a base period (phase 1) and an option period (phase 2). Phase 1 is estimated to start on or about 6/15/2001 and be completed within 150 days. The Option Phase is estimated to start between 4/2002 -- 6/2002 and be completed within 120 days. The exercise of the 2002 option phase and issuance of a notice to proceed are matters solely within the Government's discretion. This procurement is open to competition among both large and small business concerns pursuant to the Small Business Competitiveness Demonstration Program. The magnitude of this construction project is between $100,000.00 and $250,000.00. The IFB will include a 10% Price Evaluation Preference (PEP) for HUBZone small businesses pursuant to FAR 52.219-4 and an additional 10% Price Evaluation Adjustment (PEA) for small disadvantaged businesses pursuant to FAR 52.219-23, ALT II. The application of the 10% PEA will be limited to small disadvantaged business firms from the states of CT, IA, KS, MA, ME, MN, MO, NE, NH, ND, RI, SD, AND VT. The applicable NAICS code is 235710 and the small business size standard is $11.5 million. The tentative solicitation release date is 4/10/01. The bid opening date is 5/10/01 unless subsequently extended. All responsible sources may submit a proposal that will be considered by the agency. The solicitation, amendments to the solicitation and specifications will only be available for downloading on the FedBizOpps website at www.fedbizopps.gov; FBO for Vendors direct link at; http://www2.eps.gov/spg/GSA/PBS/2PMCU/postdate_1.html. This does not apply to any drawings related to this project. Drawings will be made available in CD-ROM format upon formal request by prospective offerors (either by electronic mail or facsimile) to this office. Contractors are requested to provide a street address, as compact disk (CD-ROM) for drawings cannot be delivered to a post office box. Prospective offerors are highly encourage to provide their e-mail address. Hard copies of drawings will be available for viewing at the Upstate Property Management Center, Syracuse, NY, at the Building Manager's Office at the James T. Foley Courthouse, Albany, NY or at participating plan rooms. Only one disk drawing package will be provided per contractor. E-mail all requests for CD-ROM drawings to the attention of Marilyn Porter at the e-mail address shown.
