Description
The proposed acquisition is issued as a one-phase Design/Build firm-fixed price contract, which is open to both small and large businesses. The estimated price range of this project is between $500,000 and $1,000,000. The NAICS code is 234120. The size standard is $27,500,000. The estimated contract time is 730 days. The work consists of designing, constructing and providing construction inspection for approximately 9 bridges on the Chickasawhay Ranger District of the National Forests in Mississippi. It is anticipated that 7 to 9 bridges will be awarded, but the exact number and combination will be determined by several factors, with the main factor being the availability of funds. The proposed bridges will be precast concrete deck sections on 14-inch concrete piles, with an option for H-beam piles, should conditions dictate. The design for each bridge will use either of two standard MDOT State Aid bridge plans. The proposals should include SF 254's and 255's for the design and inspection firm, and a technical proposal from the construction firm. They will be evaluated based on the following factors: FACTOR A: Past Performance (1) Design, (2) Construction, (3) Construction Inspection; FACTOR B: Technical Qualifications (1) Design, (2) Construction, (3) Construction Inspection; FACTOR C: Key Personnel (1) Engineering firm, (2) Construction firm, (3) Construction Inspection firm, if other than engineering or construction firm; FACTOR D: Understanding of the work. Price proposal will be evaluated after evaluation of the technical proposals. Each price proposal shall be evaluated to determine its reasonableness for the effort proposed and to determine the demonstrated understanding of the level of effort needed to successfully perform the services. Results of the price proposal evaluation, along with the results of the technical proposal evaluation, will be the basis for the award decisions. The Government reserves the right to reject any or all proposals at any time prior to award; to negotiate with any or all proposers; to award the contract to other than the offeror submitting the lowest total price; and to award to the proposer submitting the proposal determined by the Government to be the most advantageous to the Government. Offerors are advised that this requirement may be delayed, cancelled, or revised at any time during the solicitation or final award process, and is subject to the availability of funds and completion of the Environmental Analysis. Firms submitting technical and price proposals will not be compensated for specifications. The preproposal conference has been scheduled for June 7, 2001 at 1:00 p.m. in Room 1141 of the A. H. McCoy Federal Building, 100 W. Capitol Street, Jackson, MS.
