Description

USDA Forest Service-Savannah River is requesting written proposals for aerial photogrammetry, mapping services, and professional land surveying as required on the Savannah River Site (SRS) in Aiken, Barnwell and Allendale counties South Carolina. The following additional evaluation criteria are provided for the solicitation: (1) The firm's capacity, technical competence, and qualifications for satisfactory performance of the project and capacity to perform a minimum of 2 and a maximum of 12 projects of varying sizes and complexity including volume and nature of present and projected workload. (2) Firm location in general geographical area and knowledge of locality of SRS. (3) Adequacy of facilities for performance of work including those necessary to provide specialiized services that may be required. (4) Availability of additional contractor personnel, subcontractor personnel, or consultants to support expansion or acceleration of work required by this solicitation. (5) Volume of work under previously awarded FS contracts, past performance on contracts for similar services with other Government agencies and/or private firms in terms of cost control, quality of work, and compliance with performance schedules. (6) Subcontracting with certified 8(a) or other small disadvantaged businesses, or women-owned businesses. (7) Specialized qualifications and experience of key personnel including technical skills, project coordination, and management skills. Experience and ability of key personnel to work together as a team including any subcontractor personnel. (8) Knowledge of aerial photography, mapping and surveying processes and procedures. (9) Photogrammetric personnel must meet the criteria established by American Society of Photogrammetry for their certification program. Mapping professionals shall meet criteria established by ACSM for their certification program. Land surveyors must be registered in state of South Carolina. This project is not set aside for small business concerns. SRS is a restricted access Government facility and non U.S. citizens will require prior approval before coming on the SRS and this process could require 30 days.
