Description

The National Park Service, Isle Royale National Park, is soliciting proposals for all labor, materials, tools, equipment, boats and incidentals necessary for the complete removal of buildings, structures, docks, walkways, septic systems, loose debris and trash. Work will be done at Voyageurs National Park, International Falls, Minnesota, and shall be in accordance with the seventeen site descriptions identified in the solicitation. This synopsis is issued under Part 12, Acquisition of Commercial Items of the Federal Acquisition Regulations (FAR) -- Request for Proposal Number N6310010002. This acquisition will be conducted under the Simplified Acquisition Procedures authorized in Part 12 as set forth in Subpart 13.5. Proposal submission of offers will be conducted using a two phased approach. Phase I -- Past Performance References and Phase II Previous experience with complete on-site removal projects similar to the work proposed, the qualifications of the proposed On-Site Foreman, and a Business Management/Cost Proposal. Phase I proposals should provide past performance references for three recent contracts for work similar in scope to this Request for Proposal. Phase I information shall be submitted on or before 4:00 p.m. local prevailing time on June 12, 2001. Phase II proposals should include: Previous experience with complete on-site removal projects similar in size and scope to the work proposed. Projects shall demonstrate the ability to complete removal of buildings, structures, docks, walkways, septic systems, loose debris and trash. Offerors shall provide the qualifications of the proposed On-Site Foreman; and a Business Management/Cost Proposal. Information shall be submitted on or before 4:00 p.m. local prevailing time on June 28, 2001. The following evaluation criteria will be used to evaluate proposal submission: (1) past performance references for three recent contracts for work similar in scope to this Request for Proposal; (2) Previous experience with complete on-site removal projects similar to the work proposed; (3) the Qualifications of the proposed On-Site Foreman; and (4) Business Management/Cost Proposal. The provision at FAR 52.212-1, Instructions to Offerors -- Commercial Item applies. The provision at FAR 52.212, Evaluation -- Commercial Items applies. The provisions at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items applies and is required with your proposal submission. FAR 52.212-4, Contract Terms and Conditions -- Commercial Items applies. FAR 52-212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Item applies. Other applicable clauses will be part of the negotiated contract. The Government anticipates award of a firm-fixed price contract on or before July 27, 2001. Award will be made pursuant to the Small Business Competitiveness Demonstration Test Program.
