Description
The National Institute of Standards and Technology (NIST) intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with Max Dolinsky and Associates, 1633 Carriage House Terrace No. D, Silver Spring, MD 20904 for the Chemical Editor (CHED) software and source code. CHED is the exclusive intellectual property of Max Dolinsky and Associates and owns the proprietary rights to this software and source code. CHED software may only be supported, maintained, and upgraded by Max Dolinsky and Associates. CHED software is the only known database editor that can be fully integrated with Mass Spectral (MS) and Gas Chromatographic (GC) data currently in existence at NIST. NIST has a large archive of such data that is routinely used in developing release versions of NIST data products. CHED software is capable to manipulate these data into the release format and tightly integrate these data into the existing NIST software. CHED source code enables NIST to migrate tools to different platforms as well as to insure quality control of NIST databases. This notice of intent is not a request for competitive quotations; however, the Government will consider all responses received by 5/24/2001. A determination by the Government not to compete this notice based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Delivery shall be FOB Destination, Gaithersburg, MD no later than 90 days from award date. It is required that the software be installed no later than 90 days from the award date. The Government anticipates awarding a firm-fixed price purchase order. Price shall be inclusive of delivery and installation. A Request for Quotation (RFQ) is not available. See numbered Note 1.
