Description
VA VISN 22 Network Business Center intends to negotiate a COMMERCIAL ITEM (FAR Part 12) sole source contract with Health Care Compliance Strategies, Inc under the authority of FAR 6.302-1. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 97-22. Only one responsible source and no other supplies or services will satisfy agency requirements. A justification for other than full and open competition is being prepared in support of this acquisition. This procurement is to obtain computer-based, Fraud Awareness Courseware designed specifically for health care providers and associated support services employees. The procurement will specifically provide for phased implementation of the Fraud Awareness Training Program at five VISN 22 healthcare system facilities, including their associated outpatient service centers. The courseware shall be simple in operation to provide employees individual access and virtually no need for third party facilitation following provision of initial operating instructions. Additionally, the courseware shall possess the ability to be accessed without dependence on internet access. The courseware package shall generate periodic reports for Compliance Officer retrieval and review. Support services and supplies include one-time software licensing, phased installation (with installation at all facilities completed within ten to eighteen months from date of initial award), training, courseware updates and revisions at no additional cost, and other technical support as needed to maintain around-the-clock courseware access. Implementation is phased solely for funding reasons; the courseware shall be guaranteed as fully functional "off-the-shelf" -- immediately upon first facility installation, without necessity for any degree of development, testing, or evaluation. The Government intends to award a firm, fixed price contract for base year, with option for four (4) years beyond base year, for monthly delivery of the aforementioned services and supplies to the following facilities and associated Community-Based Outreach Centers (CBOCs): (a) Greater Los Angeles VA Regional Healthcare System, Los Angeles CA; (b) Jerry L. Pettis Veterans Hospital, Loma Linda, CA; (c) Southern Nevada VA Healthcare System, Las Vegas, NV; (d) Long Beach VA Healthcare System; and (e) San Diego VA Healthcare System. (The five centers have an annual staff training requirement of up to 11,000 per center.) Interested persons may identify their interest and capability to respond to the requirement or submit a proposal. This notice is not a request for competitive proposals. All proposals received by 3:00 P.M. Pacific Daylight Time, May 21, 2000, will be considered by the Government. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
