Description

This is a combined synopsis and solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Request For Quotation (RFQ) number is N66604-01-Q-4187. Incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-17. This is a small business set aside. NAICS Code is 334419; size standard is 500 employees. NUWC Division Newport intends to purchase the following items: CLIN 0001 Complete Communication Terminal (above and below deck equipment) Saturn BM System including: above deck unit, display handset, high speed data, installation manual, 18 month warranty, main control unit, STU III @ 2.4, distress alarm box, operations manual, CN17 software, 1 each. CLIN 0002 Secure Telephone Unit (STU) III @ 9.6, 1 each. CLIN 0003 LDF 4/50 Heliax cable/ft, 1 each. CLIN 0004 Male N connectors LDF 4/50/EA, 2 each. Required delivery is 10 days after award, F.O.B. Destination Commanding Officer, Submarine Force Atlantic Fleet, 7958 Blandy Road, Norfolk, VA 23551-2492. It is expected to place a purchase order with Mackay Communications, 9126 Galveston Ave, Jacksonville, FL 32211. They are the only known source for these items because Mackay Marine is the exclusive distributor of Saturn B Terminals for the US Navy and are the only certified service center on the US market. All other timely offers will be considered. Offers for other products must contain complete product information and prices. FAR 52.212-1 Instructions to Offerors -- Commercial Items applies. Evaluation will be in accordance with FAR 52.212-2 Evaluation -- Commercial Items. Evaluation factors are technical capability, price and past performance. Each is equally important.
