Description
This is a sources sought synopsis seeking potential 8(a) certified firms that have an interest in submitting, as a prime contractor in an 8(a) competition, an offer to replace 64 units of family housing at the Travis Air Force Base, Fairfield, CA. The project includes demolition of 64 units of existing single-family housing, comprised of 32 two-bedroom units and 32 three-bedroom units. Existing houses are single story, slab on grade, wood frame construction. Unit demolition involves asbestos and lead based paint abatement. Site demolition includes driveways, patio slabs, curbs and gutters, other flat work, fences, select landscape features, water mains and laterals, sewer laterals, gas laterals, overhead electrical / phone / TV cables, and milling of road surfaces. New work includes earthwork, grading, construction of 64 units of new single story, duplex, three bedroom housing, new driveways, patio slabs, curbs and gutters, other flat work, fences, landscaping, water mains and laterals, sewer laterals, gas laterals, underground electrical / phone / TV cables, and new road surfaces. The proposed procurement shall be issued as a combination Firm Fixed-Price contract. The estimated cost range is between $5,000,000 to $10,000,000. All sources shall have the ability to acquire bonding as required. Interested sources shall provide the following information regarding their qualifications, capabilities and experience: 1) Financial capability: provide financial statement showing capability to manage a contract with a value of up to $10,000,000. 2) Bonding: provide maximum bonding capacity; 3) Past Performance: provide references including contract numbers and point of contacts and phone numbers for relevant projects performed during the last three years. Relevant projects are defined as new construction, residential subdivision developments of at least 50 units, including demolition, full site development, and full site utilities, for which the interested source was prime contractor. These may be government or commercial; 4) Experience: Briefly describe the contracts or programs that your firm has worked in the last 5 7 years that show experience in performing and overall management of similar types of contracts and show the experience of key managers. Relevant projects are defined as new construction, residential subdivision developments of at least 50 units, including demolition, full site development, and full site utilities, for which the interested source was prime contractor. 5) Management structure: Provide your proposed management structure for this contract with a brief description of the lines of responsibilities, including any major subcontractors, joint ventures or teaming arrangements; and 6) 8(a)certification: Provide a copy of your 8(a) certification for this sic code and size standard. This information is required in writing and failure to provide information on any of the criteria above (#1 through #6) will result in your firm being excluded from further consideration. This information must be submitted no later than close of business May 2, 2001 and may be FAXED to Diana M. Gustafson at (650) 244-2938. If adequate interest is not received from 8(a) firms, the solicitation shall be solicited as "UNRESTRICTED" and is to be issued on or about May 15, 2001.
