Description
Contractor shall furnish all equipment, materials, and labor necessary to perform Indefinite Delivery Demolition Contract within the U. S. Army Corps of Engineers' Southwestern Division Boundaries. Work will include demolition and cleanup of real property primarily in the North Texas area, but may be anywhere within the five state jurisdiction of the Southwestern Division, which includes Texas, Louisiana, Arkansas, Oklahoma, Arkansas and New Mexico. In addition to the demolition work, the contractor must have the special capability to perform asbestos and lead-based paint abatement as well as under-ground storage tank removal and clean up. Further, the contractor and all its personnel must possess, or be able to obtain stringent security clearances to work for various federal agencies like the Bureau of Prisons. THIS SOLICITATION IS UNRESTRICTED. All responsible sources may submit a bid, which shall be considered by the agency. Bids from large business firms must comply with FAR clause 52.219-9 regarding the requirement for submission of a subcontracting plan. The Fort Worth District subcontracting goals are for specified percentages of the contractor's total planned subcontract amount to be placed with the following: 61.4% with small business; 9.1% with small disadvantaged business, 5.0% with women-owned small business, 3.0% with American Veteran-Owned Small Business, 2.0% with Historically Black Colleges and Universities and Minority Institutions (HBCU/MIs), and 0.5% HUBZone Small Business. The North American Industry Classification System Code is 23594, which corresponds with SIC Code 1795. Small Business Size Standard is $11.5 million. The terms of the contract will consist of a one-year base period and two one-year renewal options. Solicitation will issue on or about 15 May 2001 with bid opening on or about 14 June 2001. The solicitation will be placed on Compact Disk (CD- ROM) and will be provided free of charge. Solicitations will not be provided in a paper hard copy format. Notification of amendments shall be made through 3.5" diskette, CD-ROM and/or the Internet. However, the Government reserves the right to use only the Internet as notification of any changes to this solicitation. It is therefore the contractor's responsibility to daily check the address, listed below, for any posted changes to this solicitation. Contractors may register for solicitation, view and/or download solicitation information from the Internet, at the following address: http://ebs.swf.usace.army.mil. Bidders are responsible for the accuracy of the information on the Bidders Mailing List. NO EXPRESS PROCEDURES WILL BE UTILIZED ON INITIAL MAILINGS OF SOLICITATION CDs.
