Description
The Department of Housing and Urban Development (HUD) is issuing a combined synopsis/solicitation for ON LINE CONTRACTS FOR ARCHIVED CREDIT HISTORY DATA. The synopsis/solicitation is prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. In conjunction with Part 12, the Department will also utilized Part 15-Contracting with Negotiation. The synopsis/solicitation #R-OPC-21943 is issued as a "Request for Proposal". THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; PROPOSALS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. HUD's objective is to purchase archived credit history data to use in research on an as needed basis. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-24, effective April 3, 2001. The Statement of Work (Attachment #1) outlines the tasks to be performed. Offerors must have the capability to retrieve an individual's archive credit history data, for the past three to five years, from the offeror's own database. The NAICS code is 561450 and small business size standard is $5 million. Offerors are requested to provide their pricing structures for this service as instructed in the sample task order (Attachment #2). Applicable provisions and clauses may be downloaded from the HUD website (Attachment #3). HUD anticipates multiple awards of an Indefinite Quantity Contract (IQC) for a performance period of five (5) years, with no options, at an estimated maximum dollar value of $5 million. HUD shall utilize best value when selecting awardees. Best value allows HUD to consider an award to an offeror who is other than the lowest-priced or other than the highest technically rated. Each offeror's technical and business proposal will be rated against evaluation factors (Attachment #4). Offerors are requested to review the attached "ARCHIVED CREDIT DATA AGREEMENT" and provide any comments or questions (Attachment #5). The agreement will be part of discussions with offerors who are being considered for award. Proposals are due on May 8, 2001, by 3:00 p.m., eastern standard time, at the Office of the Chief Procurement Officer, Research Technology Services Branch, Attn: Belinda Fadlelmola, 451 7th Street SW, Room 5256, Washington, DC 20410. Proposals will be accepted hand-delivered, mail, or electronic mail. NO FACSIMILE submissions will be accepted. Potential offerors may obtain a copy of the solicitation by accessing the HUD website at http://www.hud.gov/cts/ctsoprty.html. HUD posts all required notices of its contracting opportunities on its "Internet Home Page Contracting Opportunities" site. Potential offerors are encouraged to register with HUD's ELECTRONIC SOURCE LIST (ESL)service. Using this FREE SERVICE, OFFERORS will be electronically registered with this service; and, it ensures offerors will receive e-mail notifications or amendments or questions and answers associated with the solicitation. This solicitation, as well as others, will be identified as "ESL available". To register, offerors must click on the link for e-mail notification where prompted in the RFP announcement on the HUD web page. Offerors who do not register with the ESL service are not guaranteed a response to their request for the solicitation, amendments, and any other information applicable to this RFP, through other means of communication, e.g. fax, e-mail, telephone calls, etc. All amendments and questions and answers will be posted to the above mentioned website above. Potential offerors who download the solicitation, WITHOUT REGISTERING WITH "ESL", will not automatically receive any amendments to the solicitation you have obtained by other means. Potential offerors who experience difficulty in accessing or downloading the solicitation, or registering with the ESL, should contact the Contract Specialist listed in this synopsis/solicitation. Questions will be accepted from potential offerors from the date of posting through May 1, 2001.
