Description

The U.S. Environmental Protection Agency (U.S. EPA), Office of Research and Development (ORD), intends to negotiate on a sole source basis under the authority of FAR 6.302-1, with Costech for the purchase of one(1)4010-500 Elemental Combustion Analyzer System Model 4010 with ECS 4010 Analytical Platform, a Zero Blank Autosampler, and a Sartorius M2P Micro-balance with lug real-ability. This system also includes a 4010-300 Isolation Valve for Auto Sampler, Installation and Training, Consummables Kit for 1000 N/C analyses, and a Sulfur Conversion Kit. The Elemental Analyzer required is uniquely manfactured by Costech to comply with Finnigan Delta Plus Excel Warranty requirements and must be able to be attached to the Government's existing Finnigan Delta Plus Excel Isotope Ration Mass Spectrometer. The Finnigan software currently being used in the Isotope Ration Mass Spectrometer will only interact with the Costech Analyzer and will not violate the present warranty requirements in place. This notice is not a request for quotations. However, any firm believing itself capable of meeting EPA requirements may submit technical documentation to establish the potential of complying with the specifications. Such documentation must be submitted to the point of contact within 15 days of electronic posting of this notice. A determination not to compete the proposed requirement based upon responses to this notice, is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of detemining whether to conduct a competitive procurement or to proceed on a sole source basis.
