Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation documents, incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-23. Solicitation number R3-03-01-22 is issued as a Request for Proposal (RFP) in accordance with FAR subpart 13.5. The Northern American Industry Classification System (NAICS) code is 532120 and the size standard is 18.5 million dollars. A firm-fixed price purchase order will be issued under the Test Program for Certain Commercial Items. VEHICLE LEASE: Description -- The purpose of this contract is to lease vehicles for short-term use by employees of the Forest Service. These vehicles will be utilized in a variety of work applications that will require operation over road surfaces ranging from paved highways to gravel and unimproved rough roads throughout National Forests in New Mexico and Arizona. This will be an Indefinite Quantities, Indefinite Delivery Contract. Other Forest Service, BLM, Park Service Agencies will be allowed to order off this contract. Vehicles leased under this agreement shall be in good mechanical condition and meet the requirements below. Vehicle Delivery and Pick up Location: Contractor shall deliver vehicles to the following address at the beginning of each lease period as stated below. Contractor shall also pick up vehicles at this location at the end of the lease period. Cibola National Forest, 2113 Osuna NE, Suite A, Albuquerque, NM 87113, Attn: Valerie S. Gomez, Phone: 505 346 3900. Line Items: Item One Ton 4x2 Pickup. Initial lease period is approximately April 30, 2001 thru November 30, 2001. Minimum quantity is three. Item Two Ton 4x4 Crew cab Pickup. Initial lease period is approximately April 30 thru November 30, 2001. Minimum quantity is one. Item Three 1 Ton 4x2 Van. Initial lease period is approximately April 30 thru November 30, 2001. Minimum quantity is three. All vehicles to include a minimum of 1,500 free miles per month. Also include an excess mileage fee, if applicable. This contract is for a base period, which is scheduled to begin upon delivery of the vehicles on approximately April 30, 2001 (or alternate proposed date), with the base period ending November 30, 2001, with four option years (April 15 thru November 30). Submit your proposal by unit price for all fiscal years requested. If there is a delivery fee for the vehicles, include this information with your quote. Award of the option years will be based on availability of funding and Government requirements at that time. Proposals will be evaluated on Past Experience, Available Resources and Price Reasonableness. Technical Specifications -- In section (A.) General Specifications, the intent is to describe general vehicle specifications that all units leased under this contract shall conform to and in section (B.) Specific Items, describe in more detail individual vehicle types. (A.) General Specifications: The items listed below are general specifications that all vehicles leased under this contract are required to meet. The vehicles are desired for specific duties, therefore deviations from the general and specific vehicle specifications are not permitted. NOTE: All vehicles delivered under the terms of the contract shall have a full fuel tank. Vehicles returned to the contractor at the end of the lease period shall have a full fuel tank. Deviations from this shall be noted on the vehicle inspection form. 1. Vehicles SHALL NOT have hubcaps. 2. Vehicles shall be no older than three (3) calendar years. 3. The vehicle shall have no more than 36,000 miles on the odometer when accepted. 4. All tires shall match and have Mud and Snow rating including the vehicle spare and shall be the Original Equipment Manufacturers (O. E. M.) standard tire size for the vehicle. Used tires shall have no less than 50% tire tread remaining upon acceptance. 5. Spare tire shall be mounted in a spare tire rack or carrier. 6. The vehicle must have a functional O. E. M. jack; jack tool and lug wrench and all shall be mounted in the O. E. M. factory installed carrier. 7. The vehicle shall have a correctly functioning air conditioning system. 8. The vehicle shall have a correctly functioning AM/FM radio. 9. The vehicle shall have O.E.M. standard seat belts for all persons the vehicle is designed to carry. 10. No vehicle component shall be modified from their O. E. M. standard configuration. 11. Vehicle odometers and speedometers shall register mileage accurately. 12. Vehicles submitted under this contract shall be completely serviced and be in good mechanical condition at the time of delivery. 13. Vehicles SHALL NOT be delivered with license plates as government license plates will be installed. 14. Windshield glass shall be free of cracks and sand damage. Rock chips are acceptable provided they have been repaired and not readily visible. 15. All vehicles submitted under this contract shall comply with New Mexico vehicle safety regulations, and where required by county regulation, the vehicle emissions standards. 16. Mirrors mirror glass shall not be cracked or show spotting and shall be securely fastened in place. Mirror brackets and lens holders shall be correctly and securely mounted to the vehicle. Electrically controlled mirrors, where installed, shall operate correctly. 17. All Pickups may be equipped with a bed liner. (B.) Specific Items: This section specifically details the individual types of vehicles and specific requirements that must be met by the vehicle. NOTE: Under the terms of the lease, submission of non-American made vehicles shall be accepted provided the vehicles comply with all vehicle specifications as listed in the lease contract. a. Medium Pickup (1/2 ton 4x4) Representative vehicles of this item would be: Chevrolet -- CK 1500, Ford -- F150, Dodge Ram 1500, etc. Engine minimum requirement, V-6/4.0 liter, gasoline, GVWR 6000 lbs minimum, Transmission automatic or manual with overdrive, Bed Standard six (6) or eight (8) foot bed, Cab standard two (2) door cab, Transfer Case electric or manual shift, three (3) speed minimum, Hubs manual lock in or full time hubs are acceptable. b. Medium Pickup (1/2 ton 4x2) Representative vehicles of this item would be: Chevrolet -- C 1500, Ford -- F150, Dodge Ram 1500, etc. Engine minimum requirement, V-6/4.0 liter, gasoline, GVWR 6000 lbs minimum, Transmission automatic or manual with overdrive, Bed Standard six (6) or eight (8) foot bed, Cab standard two (2) door cab. c. Large Pickup Crew Cab (3/4 ton 4x2) Representative vehicles of this item would be: Chevrolet -- C3500, Ford F350. Engine minimum requirement, V-8/ 5.4 liter, gasoline, GVWR 8600 lbs minimum, Transmission automatic or manual with overdrive, Bed Standard six (6) or eight (8) foot bed, Cab standard four (4) door cab. Extra-cab pickups with half doors for access shall not be accepted, single rear wheels, no dual wheeled trucks shall be accepted d. Large Pickup Crew Cab (3/4 ton 4x4) Representative vehicles of this item would be: Chevrolet -- C3500, Ford F350. Engine minimum requirement, V-8/ 5.4 liter, gasoline, GVWR 8600 lbs minimum, Transmission automatic or manual with overdrive, Bed Standard six (6) or eight (8) foot bed, Cab standard four (4) door cab, Extra-cab pickups with half doors for access shall not be accepted, single rear wheels, no dual wheeled trucks shall be accepted. e. Sport Utility Vehicle (SUV) (full-size 4X4) Representative vehicles of this item would be: Chevrolet Tahoe, GMC Yukon, Ford Expedition, etc., Engine minimum requirement, V-8/5.4 liter, gasoline, GVWR 6000 lbs minimum, Transmission automatic with overdrive, Cab 4 cab doors, Transfer Case electric or manual shift, three (3) speed minimum, Hubs manual lock in or full time hubs are acceptable. f. Van (1 ton 4x2) Representative vehicles of this item would be: Chevrolet -- Ford GM. Engine minimum requirement, V-8/ 5.4 liter, gasoline, GVWR 8600 lbs minimum, Transmission automatic or manual with overdrive, 8 -- Passenger seating. Inspections: All vehicles delivered under this contract will be inspected by a Forest Service representative for compliance with contract specifications. Vehicles failing to meet the General and Specific specifications shall not be accepted. All vehicles returned at the end of their time period shall also be inspected prior to their release. The contractor shall be given a copy of each inspection. Damage to Vehicles: See Loss, Damage, or Destruction clause in the attached Contract Clauses. For purposes of this contract, the term "ordinary wear and tear" shall include, but not be limited to: brush scratches, paint chips, paint wear, and increased tire wear. No additional payment will be made for "ordinary wear and tear." Maintenance and Supplies: Normal vehicle servicing and operating supplies shall be the responsibility of the Forest Service and consist of those procedures and items related to normal vehicle use; e.g. tire repairs, fuel during lease period, vehicle fluid replacement, vehicle servicing (oil and filter replacements, vehicle lube jobs), cleaning. The government shall notify the contractor in a timely manner when a vehicle is taken out of service for other mechanical repairs (see part (d) this section). a. Tires that require replacement through ordinary wear and tear shall be the responsibility of the contractor. b. Tires that require replacement due to destruction by Forest Service vehicle operators shall be the responsibility of the Forest Service. c. Windshield or other glass breakage occurring while the vehicle is under lease shall be the responsibility of the user. d. Other vehicle mechanical repairs shall be the responsibility of the contractor. This would include but not be limited to, engine, transmission and drive train repairs; brakes, electrical and suspension work. The contractor shall provide the Forest service a like replacement vehicle for any vehicle whose repair time exceed four (4) days in duration. The government shall not pay rent for days the vehicle is undergoing mechanical repair and is unavailable for use. See Terms and Conditions, FAR clause 52.208-4 Vehicle Lease Payments. Payment: Monthly payment will be made at the lease rates specified in the Schedule for each vehicle under lease for that month, minus any days that the vehicle is not available for use. See FAR clause 208-4 Vehicle Lease Payment. Final monthly billing for each vehicle shall include any charges for excess mileage over the free miles as indicated in the Schedule. FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items, must be completed and included with offer. These clauses can be accessed through the website http://www.arnet.gov/far/.
