Description

Commercial Facility Management Services, Defense Information Systems Agency, Slidell, LA includes providing all labor, material, equipment, tools, and management services necessary for base maintenance services. The proposed contract will be a combination firm fixed price and indefinite quantity type contract. The base period will be 12 months with option provisions allowing for a total contract performance period not to exceed 60 months. NAICS 561210 applies; size standard is $20,000,000. This procurement is 100% set-aside for small business concerns. The method of procurement will be competitive source selection procedures requiring both price and technical proposals. The basis of award will be best value permitting utilization of the trade off process. In accordance with FAR 52.215-1, INSTRUCTIONS TO OFFERORS-COMPETITIVE ACQUISITION (FEB 2000), THE GOVERNMENT INTENDS TO EVALUATE PROPOSALS AND AWARD A CONTRACT WITHOUT DISCUSSIONS; THEREFORE, THE OFFEROR'S INITIAL PROPOSAL SHOULD CONTAIN THE OFFEROR'S BEST TERMS FROM A COST OR PRICE AND TECHNICAL STANDPOINT. OFFERORS SHOULD NOT EXPECT THAT THEY WILL BE CONTACTED BY THE GOVERNMENT NOR AFFORDED AN OPORTUNITY TO REVISE/UPDATE THEIR INITIAL PROPOSALS. The solicitation will only be issued via the Internet. The RFP solicitation package will be available on or about 1 May 2001 for viewing/downloading at Internet web address http://www.esol.navfac.navy.mil. The preproposal conference/site visit is tentatively scheduled at 0900 on 10 May 2001. Complete information will be provided in the RFP package. All prospective offerors and plan rooms must register themselves on the web site. The download time may be excessive. The Official Planholders List will be created by registration and will be available from the web site only. Amendments will also be posted on the web site for viewing/downloading. This will be the only method of distribution; therefore, it is the offeror's responsibility to check the web site periodically for any amendments.
