Description
THIS IS A SOURCES SOUGHT SYNOPSIS. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE. The Marine Corps Community Services Division located on Marine Corps Base Camp S. D. Butler, Okinawa, Japan, is anticipating the issuance of a Request for Proposal from private industry for a financial management system. MCCS requires an analysis and evaluation of our current customer billing system and processes; determination of process improvements; recommendation for a compatible multi-user system design of an automated accounting and billing system that will provide accurate, reliable accounting data and reports as well as timely, accurate, and understandable billing statements for over 12,000 customers; systems engineering/design with an interface to an existing client server financial system (AXS-One) running at Camp Butler, with the host application at Marine Corps Base, Quantico, Virginia; system implementation; transition; training, maintenance and support. MCCS is interested in seeking industry interest in providing these services in the spirit of full and open competition. MCCS will utilize early exchanges with industry to improve the mutual understanding of MCCS's requirements and industry capabilities, thereby allowing potential offerors to judge if and/or how they can satisfy MCCS's requirements. Due to the location of the MCCS, teleconferences will be scheduled with all prospective offerors that provide a written expression of interest that indicates the firm's relevant experience and performance in providing accounts receivable/financial systems management services. Each interested firm is required to provide a written statement of interest not to exceed ten pages to the MCCS Purchasing and Contracting Office, Attention: Michelle Palmer via facsimile at 011-81-611-745-0962 or e-mail at palmerm@okinawa.usmc-mccs.org. REQUSTED INFORMATION: Please include the following information regarding your ability to meet the requirements of this notice: (1) the name, address, telephone number, and email address of your point(s) of contact; (2) the length of time that you have been in business, the number of personnel maintained, and the location of your corporate office. (3) Past experience: please describe the five largest financial management system implementation projects you have developed or maintained similar to the accounts receivable system requirement as identified in the proceeding background information section. Describe the scope and dollar value of each project. (4) Describe your capability to provide financial management system services/products. Please identify and describe any projects that you have accomplished exceeding $100K within the financial management systems arena. Please note that this Notice is not a Request for Proposals. This synopsis is for information and planning purposes only. MCCS will not reimburse the firms for any costs associated with preparing or submitting a response to this notice. The target date for issuing the RFP is June 1, 2001. The decision to issue a Request for Proposal for the work described in this Notice is solely within MCCS's discretion.
