Description
Scope of Services: Engineering services at the Portsmouth Naval Shipyard, Kittery, ME for an indefinite quantity contract for testing, calibration, lubrication, adjustment, inspection, and engineering analysis of 15kv and 5kv electrical distribution equipment. There will be no dollar limit per project. The total fee that may be paid under this contract (including one option year) will not exceed $500,000. The duration of this contract will be for one year from the date of the initial contract award with an option for one additional one-year period which may be exercised at the discretion of the Government subject to workload and/or satisfaction of A/E performance under the subject contract. Initial Project: Perform testing, calibration, lubrication, adjustment and inspection of 15kv and 5kv electrical distribution equipment at the Portsmouth Naval Shipyard. These tests shall be performed to NETA standards. The equipment includes, but is not limited to, transformers (oil-filled and case core), switches (15kv, oil, air, and SF6), 15kv circuit breakers (oil, air, and vacuum), 5kv circuit breakers (oil, air, and vacuum, 5kv motor starters, voltage regulators (15kv, oil-filled auto-transformer type), and protective relays (electro-mechanical and solid state). SF254/255 package must clearly address all services. This initial project will be the guaranteed minimum for this contract. Follow-on projects, which may be added to the contract for a period of one year from the date of award, will be for similar work, including, but not limited to, 600v switchgear, circuit breakers, and studies of load flow, circuits, and protective devices. Significant Evaluation Factors (in order of importance): (a) qualifications and recent experience of people with respect to electrical distribution testing services, (b) past performance with respect to quality of work and compliance with performance schedules and cost constraints, (c) location of the firm in the general geographical area of the project and knowledge of the locality, (d) past experience, if any, with respect to performance on Department of Defense contracts, (e) present workload and ability to accomplish work within the required time frame, (f) extent of participation of small businesses, including small disadvantaged businesses, historically black colleges and universities, and minority institutions on the proposed contract team as measured as a percentage of the estimated effort, and (g) volume of work awarded by the Department of Defense within the last 12 months. Contract No.: N62472-01-D-5134 (number must be cited on SF255). Type of Contract: Firm Fixed Price. Estimated Start Date: Oct 2001. Estimated Completion Date: Oct 2002. A/E firms which meet the requirements described in this announcement are invited to submit complete, updated SF254 and SF255 forms. All information relating to the firm's qualifications must be contain in the Standard Forms. Inclusions by reference to other material are not acceptable. An SF254 is also required for each subconsultant firm who will be providing services for this contract. One copy of each form must reach Code 495VC by 3:00 PM on 15 May 2001. Facsimile copies will not be accepted. No material will be returned. Clearly show qualifications, relative experience, and office location of the Project Manager and key individuals who will be assigned to this contract, including those who will be providing design support services. If the Government Board cannot clearly identify the key individuals who will be assigned to this contract, the firm will not be short listed. Specifically address each significant evaluation factor listed above. Solicitation packages are not provided for A/E contracts. This is not a request for proposal. See Note 24.
