Description

Architect and Engineering (A&E) services are required for design of miscellaneous operations and maintenance projects, and supporting services at Andersen AFB, Guam, and other locations throughout the Pacific as required. A negotiated firm fixed-price contract will be awarded. Multiple contracts may be awarded. An open-end contract will be issued for a period of one year with additional four option year periods, which may be exercised by the Government. Individual delivery order fees issued under this contract will not exceed $299,000. The cumulative amount of fees will not exceed $750,000 per year. Delivery orders will be issued on an as needed basis. It is our intention to award one civil/structural contract and one mechanical/electrical contract. Principal work will be preparation of drawings and specifications. Various types of inspections, studies, reports, design analysis, surveys and cost estimates may be requested by the Government under this contract. Projects awarded under civil/structural contract will include various combinations of civil and structural disciplines with lesser requirements for other architectural-engineer disciplines. Projects awarded under the mechanical/electrical contract will include various combinations of mechanical and electrical with lesser requirements for other architect-engineer disciplines. All construction drawings must be stamped by a professionally licensed engineer (as applicable) from the state where the contract documents are made. A minimum of $5,000 in fee work will be issued under the contract. Evaluation Criteria: Selection of the firms to provide the required services will be based upon the firm_s qualification in accordance with the following criteria in order of relative importance: (1) Professional qualifications necessary for satisfactory performance of required services.(2) Specialized experience and technical competence in the areas of buildings, renovations and repairs.Contractors must demonstrate a capability of performing engineering designs for the local environment.(3) Capacity to accomplish work in the required time. A prompt response to requested services is required.(4) Geographical location. Contractor must demonstrate the ability to be responsive to the installation requirements after award. Contract recipients will be encouraged to establish an office on the island of Guam. (5) Past performance on contracts for the Department of Defense (DoD) in terms of quality of work and compliance with performance schedules. (6) Qualifications and experience of subcontractors. In order to be evaluated, firms must submit a list of total dollars awarded to the A&E by the DoD during the past year. At least one of the selected firms must have experience in the design of Fuel/Petroleum, Oil, Lubrication (POL) storage and distribution systems. A&E firms which meet the requirements described in this announcement are invited to submit a completed Standard Form 254 and Standard Form 255, U.S. Government Architect-Engineer Qualifications contained herein, to: Daniel J. Costello, 36 CONS/LGCA, Unit 14040, APO AP 96543-4040. A current SF 254 is required for each consultant listed. No other general notification to firms under consideration will be made and no further action is required. This is not a request for proposal. The proposed acquisition listed herein will be full and open competition.
