Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation N61339-01-Q-3700 is issued as a request for quote and incorporates the provisions and clauses in effect through Federal Acquisition Circular 97-23. This solicitation is set-aside for small business. The NAIC Code for this solicitation is 336612 with a size standard of 500 employees. The following items are required: CLIN 0001 Consists of five competition rowing racing boats. Each boat must be designed for an average crewmember weight of 172 pounds. Each boat shall include Euro Riggers, adjustable hard coated aluminum tracks, adjustable footboard with stainless steel keel clips, maintenance free carbon seat tops with wheel fenders, leather rowing shoes with Velcro closure and safety release cord. The hull shall be UV protected with linear polyurethane enamel. SLIN 0001AA -- Quantity 1 -- Vespoli Ultralite "Matrix 27" Single. This boat shall weigh as close to 31 pounds as possible, and shall weigh no less than 31 pounds. The maximum beam at waterline shall not exceed 10.8 inches. The hull and seatdeck composites shall be all carbon fiber with honeycomb core. Rib composite shall be carbon channel. SLIN 0001AB -- Quantity 1 -- Vespoli Racer DL, Double Scull. This boat shall weigh as close to 66 pounds as possible, and shall weigh no less than 66 pounds. The maximum beam at waterline shall not exceed 14.2 inches. The hull shall be composed of carbon fiber and fiberglass with a honeycomb core. The seatdeck composite shall be fiberglass with honeycomb. The rib composite shall be hard-coated alloy. SLIN 0001AC -- Quantity 1 -- Vespoli Racer DL, Coxed Pair. This boat shall weigh as close to 67 pounds as possible, and shall weigh no less than 67 pounds. The maximum beam at waterline shall not exceed 16.5 inches. The hull shall be composed of carbon fiber and fiberglass with a honeycomb core. The seatdeck composite shall be fiberglass with honeycomb. The rib composite shall be hard-coated alloy. SLIN 0001AD -- Quantity 1 -- Vespoli Millennium DS Quadruple Scull. This boat shall weigh as close to 109 pounds as possible, and shall weigh no less than 197 pounds. The maximum beam at waterline shall not exceed 22 inches. The hull composite shall be unidirectional carbon fiber with a honeycomb core. The rib composite shall be carbon channel. The seatdeck composite shall be carbon fiber with honeycomb. SLIN 0001AE -- Quantity 1 -- Vespoli Ultralite DM, Eight. This boat shall weigh as close to 197 pounds as possible, and shall weigh no less than 197 pounds. The maximum beam at waterline shall not exceed 22 inches. The hull and seatdeck composites shall be all carbon fiber with honeycomb core. Rib composite shall be carbon channel. SLIN 0001AF -- Quantity 3 (pairs) -- Boat slings appropriate for the boats described SLINs 0001AA, 0001AB, 0001AC, 001AD, and 0001AE above. CLIN 0002 Consists of 6 pairs of Concept 2 sculls, and 10 Concept 2 sweep oars. CLIN 0003 Consists of a trailer capable of simultaneously transporting all of the boats included in CLIN 0001. CLIN 0004 Consists of electronics packages for the sculling and sweep boats. CLIN 0005 Consists of spare parts sufficient to maintain the boats for a five-year period. CLIN 0006 Consists of efforts associated with packaging and containerizing for overseas shipment of CLINS 0001, 0002, 0003, 0004, and 0005. CLIN 0007 Consists of professional assembly of all items procured under this contract, in country within 10 days of notification of delivery. These items are intended to be utilized for Egyptian Naval training purposes. Inspection -- All material delivered under this Purchase Order shall be inventoried and inspected for damage during the packaging phase of the contract. The contractor, prior to acceptance, shall correct any deficiencies found during these inspections by the Government. Material inspection shall commence within two weeks after written notification of readiness by the contractor. Delivery -- Unless specified otherwise, all items shall be delivered F.O.B. origin within the time periods specified. The stated material items shall be furnished according to the CLIN descriptions and shall be packed and ready for overseas shipping no later than two (2) months after contract award. Upon Government acceptance, the contractor shall send a Notice of Availability (NOA) to perform a single pickup at the contractor plant. The NOA shall include as a minimum, the total number of pieces; total weight; cubic feet; dimensions; shipment value; and the "Mark for" address. Delivery shall be made by a collect commercial bill of lading to the freight forwarder at the following address: Ship to: Panalpina Inc. 7465 M. Candlewood Rd. Harmans, MD 21077-3102. The following evaluation criteria shall be used as addenda to FAR 52.212-2(a): (i) Technical capability of the item offered to meet the Government requirement; (ii) price; and (iii) past performance.
