Description

The Naval Undersea Warfare Center Division, Newport intends to award an Indefinite Delivery Indefinite Quantity (ID/IQ) Services type contract with Options, Cost Plus Fixed Fee (CPFF) provision, and with Award Term provisions. This contract will consist of up to a two (2) year Base Period, followed by three (3) one year Options, followed by three (3) one year Award Terms. It is possible that the total Period of Performance for this contract could reach eight (8) years. It is contemplated that Term and Completion task orders will be issued under the contract to obtain organizational, facilities, and program planning administrative support for organizations within NUWC Division, Newport and its detachments. Task areas include: Planning Support, Strategic/Business Planning, Program Documentation Support, Financial Management Support, Informatio9n Technology (IT) Systems Documentation Support, New Facility Documentation Support, Presentation Support, Meeting/Event Support. In the course of performing the contract, the successful contractor will provide Management Support Services and have access to proprietary data of other companies. As a result, organizational conflict of interest clauses will be applicable. The estimated contract award is for approximately 879,000 hours applied to 25 labor categories, with the following Essential categories: Analyst III 28,000 hrs. Analyst, Management II 28,000 hrs. Analyst, Management III 14,400 hrs. Engineer III 28,800 hrs. Manager, Program/Project II 28,800 hrs. Manager, Program/Project III 28,800 hrs. Technical Writer, Supervisory 14,400 hrs. Best-value evaluation criteria for Technical Capability and Cost factors are applicable and a Multiple Award provision is included. The Technical capability sub-factors include Personnel and Past Performance.
