Description
The Defense Meteorological Satellite Program (DMSP) System Program Office (SPO) intends to acquire Flight Software Independent Verification and Validation (IV&V). The incumbent contractor for this effort is Integral Systems, Inc. The contemplated effort provides for: 1) IV&V of flight software for ascent (boost) phase and on-orbit phase for satellite attitude control, housekeeping, and commanding, 2) Support of government owned test equipment, including installation, maintenance, repair, and improvements of the Real Time Interactive DMSP Simulator (RIDS), the simulation software, the test software, the hardware simulator, and the host computer, 3) Verification of flight software code, ensuring agreement and correctness between the code and the specifications for the code, 4) Validation of the flight software code, which includes running the code through all operational conditions and some anomalous conditions by simulation on the RIDS, 5) Certification of flight worthiness of the flight software by ensuring that all the flight software is compatible and correctly operates from lift-off to handover, and will be evidenced by the Contractor declaring the flight software to be flight worthy and free of defects, and 6) Technical support for operational on-orbit operations. This support includes assisting teams of experts in early orbit operations resolution of on-orbit anomalies. Any firm that qualifies as a small business, NAICS 541710, having the interest, capabilities, or the ability to acquire the needed capabilities, should submit a written statement which demonstrates these attributes in the following areas: 1) Experience and required expertise in IV&V of software, 2) Experience with flight software and flight computers, 3) In-depth knowledge of ascent (boost phase) navigation and attitude control for deployment of satellites into orbit, 4) In-depth knowledge of on-orbit operations in attitude control, housekeeping, power management, and command functions for low orbit, sun-synchronous satellites, 5) Experience with autonomous operations and automatic redundancy management of satellites, 6) In depth knowledge of DMSP software, 7) Experience with development and maintenance of software simulations for ascent and on-orbit phases of satellite hardware and environment, 8) Capability to install, maintain, and upgrade the hardware for host computers, satellite simulators, and peripheral support equipment, 9) Experience with production and publication of large technical reports describing the results of software testing, 10) Ability to provide technical support for resolution of anomalous satellite conditions, 11) Experience with software configuration management to maintain a complete library of operating software for several satellites and the complete support development documentation for the software, 12) Experience with testing of software modifications, and 13) Ability to start IV&V work immediately upon contract award. The proposed award is contemplated on or about 15 Sep 01 with a period of performance of five to ten years.
