Description
17. This is a combined synopsis/solicitation notice of intent for commercial item prepared in accordance with the Format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are not being requested and a written solicitation will not be issued. The solicitation number for this acquisition is NOI1007 and the solicitation is being issued as a notice of intent. This solicitation document and its incorporated provisions are those in effect through Federal Acquisition Circular 97-24. This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is a small business set-aside. The North American Industry Classification System (NAICS) code for this acquisition is 811219 and the small business size standard 500M. The National Institute of Allergy and Infectious Diseases (NIAID) intends to procure the following services: (1) Maintenance for the x-ray crystallographic equipment with Molecular Structure Corporation. This contract will cover maintenance for models and serial numbers as follows: RAXIS IV with X-Steam system :UD2792N/ RU200: OD23093/ Mirror System: not serial tracked/ RAXIS II: QD08232 / RU2HR:Q40592/ Confocal Opitic/X-Stream:500097. All replacement parts are necessary to maintain the equipment in proper working order, (2) Limited Extended Warranty on Confocal Optical System, (3) 4 field service calls per year, and (4) Inspections and emergency repairs that arise from normal usage, but not from abuse, misuse, labor disputes, fire or water damage, explosions, or other similar causes. This is the only vendor with the requisite parts inventory and technical expertise to meet our requirements. Our research requires continuous use of these instruments and this vendor has maintained this equipment since the expiration of its warranty in accordance with factory specifications. Changing vendors could introduce time-consuming interruptions to ongoing studies. Maintenance services will be performed at the National Institutes of Allergy and Infectious Disease facility, in Rockville , Md. The FAR provisions and clauses that apply to this acquisition: are FAR 52.212-1, Instructions to Offeror Representations and Certifications Commercial Items; FAR 52.212-4, Contractor Terms and Conditons Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items; and FAR 52.225.3, Buy American Act. Offerors must include with their offer a completed copy of the provisions at FAR 52.212-3, Offerors Representations and Certifications.
