Description
NOTICE OF INTENT: The USCG intends to award a sole source contract to Compusearch Software Systems, Inc. (CSSI), Dulles, VA for user support services for the USCG Contract Information Management System (CIMS). User support is required at USCG Headquarters and in the field. CIMS is the integrated version of PRISM software suite by CSSI with the USCG Large Unit Financial System for Windows NT (LUFS-NT), a government _off-the-shelf system. The source code for PRISM is proprietary and CSSI holds all the data rights. PRISM is a COTS product and the source code is not available for purchase. No other firm has the right to the source code or is licensed to provide training and implementation. User support includes planning, analysis, troubleshooting, training, documentation preparation, administrative services, and travel to various USCG field procurement activities. Specific tasks are as follows: assist in the set up and configuration of CIMS, provide assistance and help to users in all areas related to CIMS, including personalized assistance, telephone assistance and on-the-job training; troubleshoot and resolve problems encountered using CIMS; assist users with recording and reporting problems with CIMS; develop and distribute general information concerning problems and workarounds; maintain logs of user and system problems and analyze log data to determine trends and recommend course of action to prevent further occurrences; assist in maintaining informal updates to user manuals (e.g., annotate changes and workarounds, identify inconsistencies, etc.) and develop USCG specific instructions; provide user refresher training to augment the formal training provided by CSSI; provide user training and assistance to non-mandatory CIMS users (e.g., USCG procurement attorneys, contracting officer_s technical representatives and accounts payable personnel); perform data entry necessary support implementation and deployment (e.g., contract reconstruct); assist in developing CIMS demonstrations scenarios and conduct formal and informational CIMS demonstrations; provide feedback to CIMS development and deployment personnel with respect to problems and issues with the CIMS application; interface with Compusearch Software Systems, Inc., personnel when applicable. SYNOPSIS AND SOLICITATION: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. A written solicitation will not be issued. The solicitation number is DTCG23-01-R-HFG037, which is a request for proposal (RFP). This solicitation incorporates provisions and clauses that are in effect through Federal Acquisition Circular 97-23. NAICS code is 541511. FOB is at destination. The services are required by 23 Apr 01 through 31 Mar 02. No options are included.
