Description
The National Oceanic and Atmospheric Administration (NOAA), National Weather Service (NWS), Silver Spring, MD, intends to negotiate on a noncompetitive basis with Global Science & Technology of Greenbelt, MD for the maintenance of STAR4 systems. The STAR4 Systems ere acquired under contract from Alden Electronics, Inc of Westborough, MA. Maintenance services are to cover hardware, software and peripheral devices. Hardware to include all components of the STAR4 workstation terminal excluding the display monitor. Software maintenance is to include all software provided with the STAR4 system, including network monitoring software. Peripheral devices will include all other equipment and cables provided with the STAR4 system excluding the printer. The STAR4 workstation terminals to be maintained and supported at non-NWS sites are located at: Antigua, Aruba, Bahamas, Barbados, Belize, Cayman Islands, Colombia, Costa Rica, Cuba, Curacao, Dominican Republic, El Salvador, Grenada, Guatemala, Guyana, Honduras, Jamaica, Mexico, Nicaragua, Niger-Africa, Panama, St Marten, St Lucia, Trindad. Support to consist of providing 5 day a week, 8 hours a day telephone/ e-mail support for trouble reporting, shipment of replacement parts within 24 hours if required, provide programmer support to correct software anomalies. The period of performance is one year. Vendors who believe that they can meet this requirement are required to submit in writing an affirmative response demonstrating they can meet the Governments requirements. All written responses must include a written narrative statement of capability, including detailed technical information and other technical literature demonstrating the ability to meet the above requirements. The response must be sufficient to permit agency analysis to establish a bona fide capability to meet the requirements. Failure to submit documentation will result in the Government proceeding as stated above. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. A fixed-price order is contemplated for this effort. Affirmative written responses must be received no later than 15 days after publication to this synopsis. This requirement will be done under simplified acquisition procedures.
