Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Responses should reference Request for Proposal No. DE-RP04-01AL66717. This synopsis/solicitation document and incorporate the provisions and clauses are those in effect through Federal Acquisition Circular 90-46. This is a 100% Small Business Set-Aside. The recommended NAICS for this procurement are as follows: 315225, 315228 and 31623 all with a corresponding size standard of 500 employees. Firms responding should indicate whether or not they are a small business, small women-owned business, small disadvantaged business, or 8(a) business, in accordance with the referenced NAICS Code. The Department of Energy, Albuquerque Operations Office (DOE-AL) intends to procure, a 5-year (Basic 1 year and four-1 year Options to renew) Requirements Contract for the following items: (1) Balaclava, black caps, 200 weight polyester fleece, 1 size fits; minimum of 20 per year, maximum of 50 per year. (2) Brown CWG boots, insulated, rubber, minimum 10 inch high lace-up, with removable waterproof membrane liner, minimum 400 gram thinsulate or equivalent insulation; lug soles; heel counter for stability and support; sizes vary from 6 to 13; minimum of 40 pair per year; maximum of 60 pair per year. (3) Boot liners; insulated liners with protection to -- 40 degrees, replacement liners for above boots; minimum of 20 pair per year; maximum of 40 pair per year. (4) GorTex Coveralls: woodland camo; insulated, minimum of 200 gram thinsulate with detachable insulated hood; leg zippers, taffeta backing; sizes vary from small regular to 4XL long; minimum of 40 per year; maximum of 60 per year. (5) Gloves; black, thinsulate lines, taslan nylon shell, knit cuff; sized vary from small to 2XL; minimum of 40 pair per year; maximum of 60 pair per year. (6) Glove liner (insert); black; mylar extreme cold weather, one-size, minimum of 20 pair per year; maximum of 50 pair per year. Vendor shall be responsible for measurements and fitting of items if requested by the customer. FOB Destination. Delivery is required no later then April 30, 2006. Acceptance point is the DOE-AL, Pennsylvania & K Streets, Building 20397, Kirtland AFB-East, Attn: OTS 01AL66717, Albuquerque, NM 87116. The provisions at FAR 52.212-1, Instructions to Offerors -- Commercial, and FAR 52.212-2, Evaluation -- Commercial Items, apply to this acquisition. Please include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, with offer. Proposals will be evaluated on the basis of lowest overall price. Copies of this provision may be obtained at: http://www.arnet.gov/far or www.doeal.gov. Only written "all or none" responses/ proposals to this synopsis/solicitation shall be accepted and should be mailed or faxed to the attention of Norma Alfaro at the above address or faxed to (505) 845-5181 herein on April 20, 2001, for receipt not later than 3:00 p.m. MST. All responsible sources may submit a proposal which shall be considered by the Government. The Government intends to award without discussions; however, this does not preclude the Government from having discussions if it is in the best interest of the Government.
