Description

Fleet and Industrial Supply Center (FISC), Norfolk Detachment Philadelphia intends to procure on a cost reimbursement/no fee basis additional Service Member Opportunity College (SOC) Program support for Army Programs. Specific requirements include liaison/support services to assist the Army with establishing, expanding, and maintaining new memberships and networks for Army education initiatives requiring traditional, learning assessment, and/or online/distance educational programs. The acquisition is being processed on the basis of Other than Full and Open Competition, sole source to American Association of State Colleges and Universities (AASCU) under the statutory authority of 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1. AASCU is considered the only responsible source capable of providing the requisite services since they are the only company that exclusively holds agreements from the associates that form the SOC consortium. . The placement of a modification under Contract N00140-97-C-0181 with the AASCU that currently provides SOC Program support is contemplated.
