Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation, #F41622-01-Q-0013, is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-16. The associated North American Industry Classification System (NAICS) for this procurement is 334519 and the small business size is 500 employees. The Government intends to issue a purchase order for an Electronic Personnel Dosimetry System (EPD). The system will be evaluated for the following criteria: capability to provide and direct reading electronic dosimeter capable of responding to accident level ionizing radiation; system is required to be "off the shelf" technology and equipment must be production level; the EPD is required to be programmable and then locked by DCRD to prevent end user modification or reset; the EPD needs to function for extended periods of time on a single battery; the EPD is required to respond to both gamma and beta radiation; the EPD software systems is required to be Microsoft Windows based and include all of the following capabilities: batch programming for multiple EPD, ability to input, track and export personnel demographical information, ability to store all dose information into a central database and the ability to export this information to other storage media such as ZIP disk or other transportable media, ability to issue, track (via telemetry) and read cumulative information on all electronic dosimeters, and ability to transmit cumulative dose and dose rate to a central point, a distance of not more than 2 miles. Requirement is for delivery FOB Destination to AFIERA/SDRD, Brooks AFB, Texas by 31 May 2001. Offerors shall provide a complete copy of provision 52.212-3, Offeror Representations and Certifications-Commercial Items. Offerors shall address all requirements in this combined synopsis/solicitation, and shall provide clear evidence of understanding and the ability and willingness to comply with the Government's specifications of need. Failure to address a specification/requirement will be construed by the Government as inability to meet the need, or the offeror's taking exception to it. The Government anticipates awarding one order resulting from this combined synopsis/solicitation to the responsible offeror whose offer conforming to this synopsis/solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (1) technical capability of the item offered to meet the Government requirements; and (2) price. The Government reserves the right to award a purchase order without discussions. Selection will be made in accordance with Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures, Subpart 13.106-2, Evaluation of Quotations or Offers. The following FAR provisions apply to this solicitation: 52.212-1, Instructions to Offerors-Commercial; 52.212-4, Contract Terms and Conditions-Commercial Items; 52.232-33, Mandatory Information for Electronic funds Transfer Payment; and DFAR 252.204-7004, Required Central Contractor Registration. The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition, including subparagraphs (11), (12), (13), (14), (15), and (17).
