Description
The 30th Space Wing, Vandenberg AFB, CA, is soliciting offers to replace a Distribution box and Leech field on a septic system. This is a combined synopsis/solicitation with additional information included in this notice and attachments. This announcement constitutes the only solicitation. Quotes are being requested and a written solicitation will not be issued. The solicitation number is F04684-01-T-0278 and will be issued as a request for quotation. The North American Industry Classification System Code (NAICS) is 234910 and the size standard is $27,500,000. This Acquisition is a 100% small business set-aside. The contractor will provide all non-personal services: furnish all plant, labor, materials, supplies, equipment, (except government-furnished property) and transportation necessary to remove existing distribution box (d-box) from existing septic sys. Replace with new d-box with one inlet and one outlet. Perform percolation test before leech field is installed and plot the location of where new leech fields are to be installed. Trench to lay new sewer feeder main to all three leech lines. Each leech line needs to be 80 to 100 feet long. The main sewer line to the leech fields will be 100 to 200 feet long starting from the d-box (depends on percolation test). Trench and provide /install, sand, sewer pipe (from d-box), perforated pipe, rock and roofing paper for each leech line. Backfill, compact and return site to its natural state. The Contractor will be responsible for obtaining all cards, passes, badges, decals or other items required for access to the area or areas in which the work will be performed. Contractor will be required to apply for vehicle and individual identification media at the Pass and ID Section of the 30th Security Police Squadron. These identification media will be surrendered to the Pass and ID Section upon completion or termination of the contract or upon termination of an individual's employment with the Contractor. Prior to and during the work, and before final acceptance of work, the Contractor will make every reasonable effort to protect existing governmental facilities, equipment, and grounds from damage during the Contractor's activities, then the Contractor will be responsible for the repair or replacement of the damaged facilities, equipment, or grounds. Please indicate in your quote the number of days to complete the work listed above. A site visit will be held for this acquisition. Any interested parties should contact Lt. Jonwa Kim at (805) 606-2169 by 1600, 5 April, 2001. The site visit will held on Friday 6 April, 2001 at 1000 Pacific Standard Time (PST). The items being evaluated are technical merit and price. DFARS clauses are incorporated in this solicitation with the same force and effect as if they were given in full text. Offerors must be Central Contractor Registration (CCR) certified in order to receive award of this purchase order. Offerors must be submitted in written responses mailed or faxed and received no later then 4:00 p.m. PST on 20 April, 2001; to the attention of Lt. Jonwa Kim, 30 CONS/LGCC, Bldg. 7015, Section 2, Vandenberg AFB, CA. 93437-5226. Oral responses are not acceptable. Any questions or comments may be addressed to Lt. The Davis Bacon Wage decision number CA010039 Mod 2 dated 23 Mar 2001 is applicable to this award and any resultant order/modification.
