Description
The March 16, 2001 published CBD Notice for the Consolidated Broadcast Center is hereby amended per the following text. A pre-proposal conference for the Broadcasting Board of Governors, International Broadcasting Bureau's (BBG/IBB) planned renovation/construction of a first floor portion (app. 36.000 sq. ft.) of the IBB's Headquarters (Cohen) Federal Building for a new Consolidated Broadcast Center (CBC) will be held at 10 a.m. on Friday, April 20, 2001 at the CBC work-site area. This pre-proposal conference will provide an opportunity for prospective offerors for this work to familiarize themselves with the Cohen Building, 1st floor site layout and site preparation work accomplished to date, and to ask pertinent questions regarding the Statement of Work (i.e., Technical Specification and Construction Drawings), the solicitation document (Request For Proposal), and/or any other aspects of this proposed procurement. The IBB Office of Contracts intends to make available to prospective offerors a "Working Draft" copy of the Request for Proposal (RFP) document with its inclusive SOW (in CD-ROM format) by April 10, 2001 so that prospective offerors can review these documents and be adequately prepared to ask questions and/or make suggestions at the pre-proposal conference regarding the contents of RFP and SOW documents. After incorporating, as appropriate, comments received from attendees at the pre-proposal conference, the IBB then plans to issue a competitive solicitation (RFP) document by not later than (NLT) April 30, 2001. To be considered as technically competent for this procurement, prospective offerors shall have demonstrated experience in the renovation of buildings under the purview of the U.S. General Services Administration (GSA) and shall be experienced in constructing special broadcasting facilities, such as acoustic isolation rooms and installing architectural millwork and other detailed wood and metal finishes. Pursuant to Federal Acquisition Regulation (FAR) Subpart 15.304(e), prospective offerors are again herein notified that the basis for this proposed negotiated firm-fixed- price (FFP) contract award is price and other factors (i.e., technical capability and pertinent experience, especially specialized broadcasting facility experience, etc.), with the "other" factors being significantly more important than price. The following technical factors (as originally stated in the IBB's 3/16/01 CBD Notice) will be used by the IBB in evaluating each offeror's technical proposal: (a) demonstrated recent (within the past five years) experience in renovation or new projects of the same size and scope as the proposed CBC project, particularly regarding the high-end finishing details and speciality audio/visual appliances; (b) qualifications of key personnel as demonstrated by resumes submitted as part of each offeror's proposal; (c) adequacy of the offeror's proposed subcontracting plan, if subcontractors are utilized by the prime contractor; and (d) the offeror's proposed Quality Assurance/Quality Control Plan and Inspection System to be used during the CBC renovation/construction project. Upon the IBB's issuance of the proposed solicitation (RFP) document for this negotiated firm-fixed-price (FFP) procurement by NLT April 30, 2001, offerors will have thirty (30) calendar days from the actual RFP issue-date to prepare and submit their formal written proposal (Technical and Price Components) to the IBB. Please note that the contract award and implementation of this proposed CBC renovation/construction project are specifically contingent upon the availability of Congressionally authorized and appropriated FY-2001 funds for the purpose of this project. All prospective offerors interested in receiving a copy of the solicitation (RFP) document for this proposed procurement must request such receipt in writing from the IBB Contracting Officer for this procurement, Mr. Gary Hosford, via facsimile at (202) 260-0855 or E-mail at ghosford@ibb.gov, or via letter to the above-listed address not later than five (5) calendar days after the publishing date of this amended CBD Notice. Please reference Requisition number JR-6193287-GH on all correspondence regarding this amended Notice. All written requests for copies of the RFP document must include the prospective offeror's company name, mailing address, name of the company's point-of -contact (POC) for this proposed project, the POC's telephone number, facsimile number, and E-mail address. No telephone requests for this solicitation (RFP) document will be honored. All responsible sources may submit a proposal in response to the forthcoming solicitation document, and all proposals will be considered by the Agency. This amended CBD Notice is not a RFP, IFB, or RFQ.
