Background "PRESOLICITATION NOTICE: Project Number 880112. SCOPE: Contractor shall furnish all labor, equipment, materials, appliances and devices and perform all operations necessary or required to replace steam lines with high temperature hot water (HTHW), Area C, Facilities 30095, 30169, and 30256, in accordance with plans and specifica- tions for Project 880112. Funds are not presently avail- able for this project. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. Mr. Stephen J. Plaisted has been appointed as Ombudsman to hear concerns from offerors, or potential offerors during the proposal development. The purpose of the Ombudsman is to communicate contractor concerns, issues, disagreements and recommendations to the appropriate Government personnel. Existence of an Ombudsman does not diminish the authority of the program director or the Contracting Officer. Accordingly, the Ombudsman does not participate in the preparation of solicitations and the evaluation of proposals or the source selection process. There is no fee for this solicitation. 4. There are approximately 25 pages of the solicitation, 500 pages of specifications, and 18 sheets of drawings. 5. One hard copy of the solicitation will be available for review in Bldg 260, Area C, Wright Patterson AFB OH. 6. Registration page will be attached to the web site. You are not required to register. However, when you register you will receive notice of any amendments and/or addendums. If you have not registered, it will be your responsibility to check the web site for any changes to the solicitation. 7. A signed copy of the SF 1442 shall be included with your proposal. Proposals must be received in ASC/PKWOEA not later than 1600 hours (4:00 PM) on the date of closing (on or about 15 March 2001). Sealed envelopes containing proposals shall be marked to show the bidder's name, address, solicitation number, and the date and time proposals are due. Contractors that are debarred, suspended, or proposed for debarment are excluded from receiving contracts. Agencies also shall not consent to subcontract with these contractors. Proposals prepared by debarred, suspended, or otherwise ineligible contractors are at the risk of the contractor. "
