Description

Edwards AFB has a requirement for a Energy Service Provider to provide Edwards AFB's entire load for FIRM electric power, to include generation, transmission, scheduling and coordination for the non-firm Western Area Power Administration (WAPA) power now received and the transmission, scheduling, and coordination for the WAPA power received by Edwards. Edwards AFB requires that the supplemental power be Green Power (i.e. -- wind or solar power, NOT hydro power). Edwards AFB is interested in this Green Power at a reduced rate than that of the current tariff rate. The minimum contract length shall be 5 years. The minimum initial amount of Green Power shall be 25% of the supplemental power load. Within the first 3 years of the contract, the amount of Green Power shall be 100% of the supplemental power load. Edward_s approximate annual consumption for 1999 was; Supplemental Power 133,471,077 kWh; WAPA 88,000,000 kWh. Delivery point capacities and peak demands are as follows; North Main Base, Switch Rack # 1 Delivery Point 52 MVA capacity; 15,648 kW (July 00 On-Peak); South Base, Switch Rack # 4 Delivery Point 27 MVA capacity; 18,240 kW (July 00 On-Peak); and Air Force Research Lab, Switch Rack # 2 Delivery Point 25 MVA capacity; 6,732 kW (July 00 On-Peak). 15 Minute interval data can be provided upon request. The Government intends to solicit and negotiate with only one source, under the authority of FAR 6.302-1. A determination by the Government not to compete this proposed contract is based upon responses to this notice and is solely within the discretion of the Government. Information received will normally be considered solely for determining whether to conduct a competitive procurement.
