Description
Information is sought from firms having the capability of delivering directly, and/or arranging for the delivery, of transplant services to inmates in the custody of the Federal Bureau of Prison's (BOP) Federal Medical Center (FMC) in Rochester, Minnesota. The FMC is a federal hospital operated by BOP that provides inpatient and outpatient hospital care and outpatient medical services to inmates incarcerated there. The hospital has a need to contract with one or more private providers to provide comprehensive transplant services including all pre-transplant evaluations using established guidelines. Pre-transplantation evaluations will be performed to include all clinical evaluations, tests, procedures, and treatments as well as psycho-behavioral evaluations by mental health professionals and social work staff. Comprehensive transplantation services include: All pre-evaluations for transplant candidates; all surgical and medical services associated with the actual surgical procedure; all medical and surgical tests, treatments, and procedures during actual surgical procedures; all chemotherapy and/or radiation services given pre, post, or during actual transplantation services; all medical/clinical supplies associated with pre, post, and actual transplantation services; all inpatient hospitalizations for pre, post, and actual transplant consultations and follow up exams; all related surgical costs during the actual transplant procedure including operating suite, recovery room, intensive care, and other acute care services related to transplantations; all hospital, physician, procedures, tests, and consultation services relating to acute rejection of transplanted organs. . The volume of expected transplants to be performed by the contractor is dependent on several factors: pre-transplantation evaluations, Bureau of Prisons established criteria related to the inmate's ability to successfully undergo organ transplantation and adhere to prescribed treatments, and review by Central Office Health Services Division staff. In addition, each transplant candidate will have a pre-transplant evaluation completed by Bureau of Prisons staff in the following areas to be shared with the contractor when determining if an inmate will be a successful transplant candidate: criminal history and institution adjustment; substance/chemical abuse history; psychiatric history; compliance history with medications, lifestyle recommendations, medical treatments, and/or procedures; family history; mental status examination; and psychological testing. The contractor will provide a comprehensive per patient bid including all costs as mentioned above for transplant services for each of the following transplant categories: Heart, Lung, Intestine, Liver Pancreas, Isles of Langerhans, Kidney, and Cornea. Each inmate that has a solid organ transplant will have a primary care physician assigned at the Federal Medical Center who will communicate and interact with the contract transplantation physician(s) for the purpose of coordinating care and facilitating services for the patient. This physician will not have any primary care responsibility while the patient is undergoing actual transplantation services and/or procedures, but will facilitate the communication process between the Federal Medical Center and the contractor. All security and correctional escort costs will be the responsibility of the Bureau of Prisons, Federal Medical Center. supplement services performed by it's own personnel. In addition to inpatient and outpatient hospital and medical services to be performed in the contractor's facilities in the community, requirements call for the contractor to deliver certain services on-site at BOP's facility. The institution is seeking information on firms having the capability of organizing a network of community providers within approximately a 100-mile radius of Rochester, Minnesota, that will enable BOP to place all, or most of its requirements with a single source. Information is sought on: -- clinical capabilities; -- the capability to organize a provider network within the service area; -- capabilities of generating consolidated bills and pricing a lump sum amount for comprehensive transplant services.
