Description
The FISC Norfolk Detachment Philadelphia intends to acquire,on a Sole Source basis with Sabre Corporation, initial systems operation support for the Supply Discrepancy Reporting System (SDRS) program Production Support phase in the form of hardware maintenance, software maintenance, facility support, system access, password security administration, cutover support and user help desk operations. The statutory authority permitting other than full and open competition is 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1. The proposed contract period is six months from 1 April 2001 through 30 September 2001. This contract covers the Government's minimum needs. The Government intends to award a Firm Fixed Price contract. Sabre designed, developed and tested the SDR System in conjunction with the Navy's Reengineered In-Transit Inventory matching program, PM-76 within the UICP system. Sabre is the only entity qualified to perform the tasks associated with Production Acceptance Tests, Initial Operations and Production Support of the SDR system. The production support of this system is a key element in the successful implementation of the Navy's reengineered Stock In Transit (SIT) tracking System. The applicable North American Industry Classification System (NAICS) code is 541519. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals, however, information received within forty-five (45) days of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon response to this notice is soley within the discretion of the Government. Information received will normally be considered solely for purposes of determining whether to conduct a competitive procurement. The Government will not pay for information received.
