Description
The Indian Head Division, Naval Surface Warfare Center, in collaboration with the Naval Sea Systems Command, has interest in proposals related to the explosives technology and Insensitive Munitions. Specific areas of interest include: 1. High energy cast, pressed, and melt castable metal accelerating explosives which have potential for improved performance and acceptable IM response. 2. New energetic or inert, high density binders and binder ingredients for use in cast-cure, melt-castable, pressed, and TPE-based explosives. 3. Development of new formulations with enhanced underwater shock and bubble performance, metal driving capabilities, and combinations thereof 4. Low-cost, moldable, flexible explosives which posses improved IM characteristics over existing military demolition explosives. 5. Characterization and technical evaluation of Navy insensitive high explosive compositions such as characterization/test methodology, data analyses, formulation development, and the evaluation of insensitive explosives for a variety of Navy warhead applications. 6. Development of novel processing methods for preparing aluminized molding powders. Offerors are requested to submit an abstract of their proposed effort prior to submitting a completed proposal to preclude unwarranted effort of the part of the offeror. Any offeror whose abstract is found to be consistent with the intent of the BAA will be invited to submit a full technical and cost proposal. Such an invitation does not assure subsequent contract award. Abstracts should conform to the following format: (a) title page -- clearly labeled "PROPOSAL ABSTRACT" including the BAA technical points of contact along with address, telephone and telefax numbers, e-mail address, and signed by the authorized officer; (b) a maximum three page summary that includes an overview of the proposed technologies and/or concept and how they support the objectives of the program, deliverables associated with the effort, including estimated cost and schedule broken down by fiscal year (fiscal year begins 1 October). Proposals submitted within six months after publication of this BAA will be considered for award if funding is available. Awards could be made up to one year from the closing date of this announcement. Proposed work should be structured to have a base period of performance of twelve months, but may include multiple year phased options that could extend beyond the initial twelve-month period. No award can be made without a proposal to perform a specific effort within an estimated cost and schedule. This announcement will remain open until 1 August 2001. Offerors may submit separate proposal abstracts on any or all of the specific areas of interest. Proposals may be reviewed and acted on as they arrive. The government reserves the right to select for award all, some, or none of the proposals received in response to this announcement. It is the policy of Indian Head Division Naval Surface Warfare Center, to treat all proposals as competitive information and to disclose the contents only for the purpose of evaluation. Proposals shall conform to the stated format and include the following information: (a) title page -- clearly labeled "Proposal" including the BAA points of contact along with address, telephone and facsimile numbers, e-mail address, and signed by the authorized officer; (b) a one page summary of the technology and deliverables; (c) a one page summary of the schedule and milestones; (d) a one page summary of any proprietary claims to results, or systems developed in or supporting this proposal; (e) a statement of work clearly detailing the scope and objectives of the effort, and, if any, specific contractor requirements -- if any portion of the effort is predicated upon the use of government owned resources of any type, the contractor shall clearly identify the resource(s) required, the date the resource is required, the duration of the requirement, the sources from which the resource may be acquired, if known; (f) a technical approach with description of the results, products, and transferable technology expected from the project; (g) a brief overview of previous qualifications, accomplishments and work closely related to this effort; and (h) one page cost and fee summary, and detailed cost breakdowns by option year (fiscal year), by tasks or sub tasks of labor hours by labor category and tasks/sub tasks, material, travel, computer or other direct or indirect costs. Offeror's should submit proposal(s) (original, and two hard copies) to Indian Head Division, Naval Surface Warfare Center, Attn. Code _1143I_, 101 Strauss Avenue, Indian Head MD 20640-5035. Proposals should be submitted by offerors within 30 days of notification that their abstract was found to be consistent with the BAA. Evaluations of proposals will be based on the following criteria: (1) Overall technical merit of the proposed effort; (2) Potential contributions of the effort to specific Navy missions in energetic materials; (3) Offeror's capabilities, related experience, or unique qualifications, and experience in the area of the proposal's objectives; (4) pertinent novel ideas in the specific branch of science and technology involved; and (5) Realism of the proposed costs and availability of funds. All proposals submitted to Indian Head Division Naval Surface Warfare Center shall be considered government property. This announcement solicits the participation of all offerors capable of satisfying the government's needs. The government will not cover any costs associated with proposal preparation, nor pay, as a direct expense preparation cost on award contracts.
