Description
The U.S. Customs Service intends to use simplified acquisition procedures to procure two prototype portable devices to collect human excrement containing drug packets and then isolate and hygienically wash the packets with minimal operator intervention. The apparatus must not chemically or physically alter the packet contents or cause evidence loss due to packet rupture. Because the swallowed-drug wash apparatus will be used at various medical facilities, water and electrical utility connections must be simple, universal and easy to use. The devices will obtain water from local plumbing fixtures and discharge to drains by means of flexible hoses having quick-disconnect fittings. For safety considerations, electrical power for the drain pumps, inspection lights, etc. must be 12VDC. The size and weight of the devices shall enable them to be easily transported in automobile trunks and then rolled by Customs inspectors into medical facilities. The Customs Service intends to procure the prototype devices from R.N.D.O Services Ltd. of Essex, England, UK. The collection and wash process is a difficult task from the operator_s psychological standpoint. The minimal level of operator intervention required by the R.N.D.O. systems, plus the automatic addition of disinfectant, will protect the physical health of the Customs Inspectors and makes an otherwise arduous task, tolerable.
