Description

The Department of Defense is establishing the Excutive Management Training Center in a leased facility in Southbridge, MA. The Center is co-located in predominantly non-exclusive use leased space within the Southbridge Hotel and Conference Center operated by Southbridge Associates, Inc. The facility contains dining and catering facilities operated by Southbridge Associates for its coutomers. The Southbridge Associates, Inc., lease provides administrative support, training space and lodging services for the Executive Management Training Center, but not for food services or food service facilities. The government has a requirement for food and beverages service for DoD employees who train at the Center, and intends to contract with Southbridge Associates on a sole-source basis for necessary food services. The center is commercially owned and operated by Southbridge Associates. The requirement will be negotiated under other than full and open competition with Southbridge associates because it is the only source from which the Government can obtain food services within the Southbridge Hotel and Conference Center. The negotiation authority is FAR 6.302-1 and 10 U.S.C. 2304(c)(1), Only One Responsible Source and No Other Services Will Satisfy Agency Requigements. The contract will be for a base year and four one year options with performance to commence on or about 1 Oct 2001. See Note 22.
