Description

The work to be performed under this Performance Based Service Contract solicitation is for the Operations and Maintenance (O & M) of the Yuma Desalting Plant (YDP) which includes the Water Quality Improvement Center (WQIC), the A-22 waste disposal site, and portions of the Yuma Area Office (YAO). The O&M of YDP is required twenty-four hours per day, 365 days per year, with day-to-day contract management, planning, supervision, administration, and personnel services. The YAO facility support and the WQIC systems and equipment are in operation. The main desalting production equipment is currently maintained in a ready-reserve condition. It is anticipated that the YDP will remain in a ready-reserve status during this contract. The location of the work is on a 60-acre tract of land at 7301 Calle Agua Salada, Yuma, Yuma County, Arizona. The performance time is one base year and with four option years. The NAICS Code is 561210. The estimated issuance date of this competitively, negotiated solicitation is March 9, 2001. The anticipated due date for receipt of proposals is April 23, 2001. Proposals will be evaluated on technical and management capability, cost/price and past performance factors. The work under this solicitation includes the following major features: 01) Intake Area with canal structures, radial gates, bypass piping, water screens, biomass disposal, chlorine injection, plant drainage, sliding gates, intake pumping plant, grit basins, grit disposal, and forwarding pumps; 02) Solids Contact Reactor Area with clarifiers, sludge forwarding pumping, lime slakers, slaker building, and chemical addition; 03) Sludge Area with sludge thickener, sludge mixing tanks, sludge pumping plant, grit blend tank, and dewatering return pumping; 04) Filter Area with dual media filters, filter backwash equipment, and chemical addition; 05) Mechanical Shop Area with shop building and conference rooms; 06) Clearwell and Energy Recovery Area with reverse osmosis (RO) process pumps, energy recovery units, clearwell, chemical addition, sulfur dioxide/ammonia building, and bridge crane; 07) Desalting Area with headers, desalting membrane blocks, chemical cleaning, membrane preservation, cooling tower, chemical addition, Supervisory Control and Data Acquisition (SCADA) equipment, plant model, element check apparatus, biocide handling, cold storage units, analytical laboratory, offices, desalting building, and WQIC training building; 08) Sleeve Valve Area with sleeve valves and sleeve valve structure; 09) Chlorine Storage Area with chlorine building, chlorine feed equipment, and well DW-8; 10) Chemical Storage Area with, lime and ferric silos, ferric tanks and pumping equipment, chemical unloading and transfer equipment; 11) Service Water Area with storage tank, hydropneumatic tank, and pressure pumps; 12) Sulfuric Acid Area with Storage tanks, feed equipment, air compressors, air dryers and compressor building; 13) Miscellaneous Chemical Systems Area with storage silos, chemical feed equipment, dry chemical building, carbon columns, potable water pumping, and water softener; 14) Switchyard Area with transformers, circuit breakers, air switches, interrupters, relays, switchyard building, emergency generators, and fuel storage; 15) Future Expansion Areas; 16) WQIC Area with pilot system trains, membrane test units, swatch test units, clean water test units, operator laboratory, WQIC building, product water tank, and pumping, WQIC groundwater well, chemical storage and feed equipment, and sludge removal pumping; 17) Buffer Area with sewage treatment plant, lubrication storage building, warehouse building, tool room and outdoor storage areas, railroad spur, sludge pipeline, outside storage yard, hazardous material yard, and scrap yard; 18) A-22 Waste Site located off site with sludge ponds, building and piping. *****
