Description

The Naval Oceanographic Office (NAVOCEANO) intends to solicit and award, on a Non-Competitive basis, a purchase order, utilizing Simplified Acquisition Procedures, for engineering upgrades and enhancements for two (2) each Government Owned Towed Oceanographic Survey Systems (TOSS) currently located at the Naval Oceanographic Office, Stennis Space Center, Mississippi, to support operational missions. This procurement is being conducted under the Simplified Acquisition Procedures (SAP) and Other Than Full and Competition in accordance with (10 U.S.C. 2304(c)(1)) (SOLE SOURCE) FAR 6.302-1(a)(2)(ii). Each system consists of a towed vehicle with an advanced suite of acoustic, optical and environmental sensors and supporting sub-systems that have been developed through a cooperative effort through the Office of Naval Research (ONR) and the Oceanographic Systems Laboratory of the Woods Hole Oceanographic Institutions (WHOI). The upgrades and enhancements relate to the hardware and software required to upgrade the TOSS systems configuration and Relative Acoustical Tracking Systems to significantly increase the operational capability of the platforms, so that these units will be at the most current, approved configuration for the acoustic, optical and environmental systems. Anticipated award date to WHOI, Grant and Contract Services, Woods Hole MA 02543 is expected to occur within fifteen (15) days. Specifications, plans, or drawings relating to the procurement described ARE NOT available and cannot be furnished by the Government. Firms that recognize and can provide the required upgrades/enhancements described above are encouraged to identify themselves and submit written notification to the Contracting Officer within seven (7) days from the date of this announcement. Firms believing they can provide the required services/supplies MUST provide supporting evidence to this effect. THIS IS NOT A REQUEST FOR COMPETITIVE QUOTES. All responses received within seven (7) days of the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the Government. The Government reserves the right to make an award without discussions and/or negotiation. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
