Description
B-U. S. Dept of Commerce (DOC) International Trade Administration (ITA) Sabit Program has a requirement for a contractor to provide services as a Marketing Specialist. The Specialist shall work at the Department of Commerce in Washington, D.C. and will start in February 2001 and will be full-time or part-time basis as determined by SABIT and contractor. Requirements: 1.Knowledge of marketing and advertising strategies and ability to draft and present marketing materials to the business community. 2. Knowledge of history, government, demographics, and policies in the New Independent States (NIS). 3. Familiarity with technical assistance programs to the New Independent States. (NIS) 4. Strong public speaking skills. 5. Ability to perform liaison functions between various commercial organizations (including but not limited to associations, state development agencies, world trade centers, and the business community) and the SABIT Program. 6. Strong organizational skills, in particular, the ability to organize, plan and coordinate logistics involved in marketing the SABIT grant program to targeted U. S. Industry sectors. 7. Strong administrative skills. 8. Strong intercultural communications skills. 9. Ability to stick to deadlines. 10. Flexibility to adjust marketing strategy if additional opportunities become available. 11. Ability to prioritize activities. 12. Familiarity with the Internet. Applicants who meet the Basis Qualification Requirements above will be further evaluated based on their experience, education and training shown on their application as it relates to the quality ranking factors: 1. Ability to develop and implement a marketing strategy for the SABIT Program. 2. Ability to gather and document SABIT feedback, both successes and failures, from its alumni. Ability to follow-up and verify alumni feedback utilizing US host companies and SABIT Coordinators in the NIS. 3. Familiarity with the NIS market and its commercial potentials. 4. Ability to organize SABIT briefings to the U. S. business community utilizing various multipliers to identify interested companies. 5. Strong writing skills including the ability to concisely summarize SABIT accomplishments and successes for a weekly report. 6. Ability to provide efficient and quick follow-up to requests for additional information. 7. Ability to regularly track and report marketing and feedback activities to SABIT Director. 8. Ability to speak and write in Russian preferable, but not required. This is to be evaluated on a "Best Value Basis" giving due consideration to price, approach and past performance.
