Description
The US Navy, Naval Sea Systems Command (NAVSEA 05L), and Naval Surface Warfare Center, Carderock Division (NSWCCD), are pursuing the installation of Self Contained Breathing Apparatus (SCBA) and other breathing devices; replacement of various firefighting and suppression agents; introduction of fire-safe composites structures; evaluation of cost effective passive and active fire fighting/protection systems; survivability modeling and risk analysis; and many other programs to improve survivability aboard US Navy ships. NSWCCD manages programs for the transition of these fire protection and survivability components and systems from research and development to shipboard installation and checkout. In support of these programs, interested parties are invited to respond to this RFP. The contractor will require special background and experience in fire prevention and fire protection technology areas, materials technology, survivability and damage control management, environmental management as well as an expertise in life safety, and personnel protection, clothing and equipment. In order to meet Fleet needs on a fast and responsive basis, the knowledge and ability to perform technology assessments, identify and transition new technology applications, and deliver assistance and technical products in a timely manner are required capabilities. The resultant contract shall provide for obtaining the support and services related to the development, manufacture, and installations of alterations that will support firefighting type initiatives. The alteration portion of this contract will focus on the integration of these new technologies into existing platforms. Services will also be required in the areas of the planning, conducting and reporting of all work. These services shall require expertise based upon demonstrated experience in the required discipline areas. It is anticipated that the major effort to be performed hereunder will be accomplished at the Contractor's facility, staging areas, and aboard US Navy vessels in various ports around the world. Evaluation of the proposals will be based on following factors: (a) Technical capability, Personnel, and past experience (b) Management and Quality Assurance Plan (c) past performance and (d) Cost. All work products such as information, databases and software produced or developed under this contract will be the property of the government. This procurement is SET-ASIDE for firms under the Small Business Administration 8 (a) contracting program. The NAICS classification code for this procurement is 54171 with a size standard of 500 employees. The anticipated contract from this action will be a five (5) year ID/IQ, Time and Material type contract with approximately a total of 361,420 labor hours worth of effort over the 5-year period. Solicitations will be released on or about 15 March 2001 and will close 30 days thereafter. This office will e-mail a notification of release of the solicitation and any amendments to all prospective offerors that submit a request to register for this information via e-mail.
