Description
NASA/JSC plans to issue a Request for Quotation (RFQ) for the purchase of one (1) ruggedized airborne video-cassette recorder/reproducer Hi-8mm, 3-deck w/OSI-8X-003 card installed (P/N V83ABFTO and the installation of two (2) IRIG-B input on-screen time inserter cards (P/N OSI-8X-003) into two existing video recorders to be furnished by NASA Johnson Space Center. These modified video recorders support flight test data collection for the X-38 V-131R vehicle. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/JSC intends to purchase these items from TEAC America, Inc., (TEAC) Los Angeles, California. The X-38 vehicle currently uses video tape recorders from TEAC. These recorders have worked successfully for all previous flight tests. These specific video tape recorders are hardened to survive extreme temperature ranges, shock, vibration, and high-G loading which can be encountered during flight tests. The OSI-8X-003 card was developed by TEAC and is the only card of its type available. TEAC is the only authorized installer of this card in the U.S. The OSI card can only be installed into 6-digit serial number V80ABC and V83ABF recorders. In accordance with FAR 6.302.1 and U.S.C. 2304(c)(1), a Justification for Other than Full and Open Competition stating a unique source is being prepared. The Government intends to acquire a commercial item using FAR Part 12. Technical questions should be directed to the Technical Monitor for this procurement, Ricardo J. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
