Description
The U. S. Environmental Protection Agency (EPA) Office of Environmental Information (OEI) Quality Staff is conducting a Sources Sought for information purposes only , to determine whether 8 (a) , small and disadvantaged business capability exists to support this requirement. THIS IS NOT A REQUEST FOR PROPOSALS Under North American Industry Classification System Code 61143 , the EPA is in search of small and disadvantaged business firms to provide support to the OEI Quality Staff in the development and implementation of Instructional Design, Curriculum Development, Classroom Instruction, as well as Training Planning and Implementation of Quality Systems Training Programs for EPA personnel and cooperating Federal and State customers. Areas of support would include: I. Instructional Design & Curriculum Development The Contractor shall provide support in design and development of training courses that support the training requirements of the EPA Quality System identified by the Quality Staff. For each new course, the Contractor shall produce a work plan that includes: the training objectives, the goals of the course in relation to the on the job experiences as well as proposed strategies for transferring and measuring the training. The Contractor shall design and produce instructional materials that include instruction guides, visual aids, case studies, classroom exercises, job aids, participant workbooks, audio or videotapes, or computer-based materials. To ensure that materials accurately reflect current EPA guidance, the Contractor shall work with the EPA Work Assignment Manager to ensure all training material is technical accuracy of all content. The Contractor shall adapt and/or modify existing courses and training materials. All materials will be evaluated by an audience of target learners prior to use. II Curriculum Development Based on the learning requirements established by the Quality Staff, the Contractor shall develop a Quality System Training curriculum that will be evaluated annually to determine if learning needs are being met. The curriculum will incorporate training materials and activities that provide the basis for implementing and managing components of the EPA Quality System, while taking into consideration the varied instructional needs, abilities, interests, and learning styles of the students served. All components of the EPA Quality System curriculum shall be in conformance with: the Agency policy and Federal regulations the learning goals established by the Quality Staff III. Classroom Instruction The Contractor shall work with the Quality Staff on dates for Quality System training schedules. These schedules may involve the delivery of training courses and/or train-the-trainer sessions with EPA staff who have been selected to act in the capacity of class instructors. All instructors will be proficient in the components of the EPA Quality System. The Quality System technical trainers will be proficient in all the training requirements of the Quality System training. All Quality System courses, training conferences as well as workshops, will be presented at either an EPA or on site facility selected by the Quality Staff. The Contractor will not provide instruction giving direction or interpretation of EPA policy. Evaluation The Contractor shall design measurement and evaluation criteria to determine the effectiveness of learning activities. The evaluation process will incorporate, at a minimum: Feedback forms that are given at the conclusion of training sessions Skill checks or assessments that are incorporated into the training activity Post-training surveys/follow-up V. Training Meeting/Workshop Support As directed, the Contractor shall provide planning and implementation of training meetings, workshops or conferences. The training agenda and target audience will be provided by the Quality Staff. The Contractor shall provide the following services as directed by the Work Assignment: Site Selection -- The Quality Staff will provide a listing of possible training sites. The Contractor shall provide cost proposal to the Quality Staff on all training site locations to determine cost and other factors specified by the Work Assignment. Upon the Quality Staff approval of the site, the Contractor shall negotiate and secure a contract with the selected facility for required services. Conference Services -- The Contractor shall provide conference planning services for correspondence; phone, fax and e-mail contacts; receipt and acknowledgment of registrations; and data management. Furthermore, the Contractor shall also design and distribute training event announcement brochures that highlights the goals and curriculum of the Quality System program. Firms shall ensure responses are documented to the extent that the government can determine the firms qualifications to perform this requirement. Only small and disadvantaged firms qualifying under NACIS code 61143 should respond. This Sources Sought Notice does not constitute a commitment by the government. The government does not intend to award a contract based on this Source Sought announcement or otherwise pay for any information or inquiry. The response date for all submissions is 07 February 2001, 3:00 p.m. Eastern Standard Time.
